PART 3 – STATEMENT OF WORK

Background:

The FDA Food Safety Modernization Act (FSMA) is the most sweeping reform of our food safety laws in more than 70 years. In order to aid regulatory and industry personnel in their knowledge and compliance with the requirements of the Food Safety Modernization Act (FSMA), the Food and Drug Administration (FDA) provided a grant to the Illinois Institute of Technology’s Institute for Food Safety and Health in order to create the Food Safety Preventive Controls Alliance (FSPCA). The FSPCA is a broad-based public private alliance consisting of key industry, academic and government stakeholders whose mission is to support safe food production by developing a nationwide core curriculum, training and outreach programs to assist companies producing human and animal food in complying with FSMA. The FDA’s Center for Veterinary Medicine (CVM) is involved with the FSPCA Animal Foods Sub-committee (AFSC), which is tasked with developing a training curriculum specific to animal food. This animal food training curriculum will utilize the human food training curriculum, developed by the FSPCA, as its base for content and format. The FSPCA AFSC, CVM and an executive technical editor will edit the human food training curriculum and add additional information related to animal food manufacturing to make the curriculum applicable to the animal food industry. The end result will be a separate training curriculum and course tailored to animal food manufacturing.

The purpose of this contract is to obtain services of an executive editor to compile the FSPCA AFSC’s training materials and technical materials in order to create a cohesive food safety preventive controls animal food training curriculum. The contractor shall have a minimum of five years documented technical writing and editing expertise and a minimum of three years of familiarity with the animal food industry documented by training or work experience in academic, industry, or regulatory roles related to animal food manufacturing. In addition, the contractor shall have the ability to work with a diverse team of technical experts, as shown by documented prior professional experience working in a team environment. The contractor shall describe their understanding of the objectives and premises of the FSMA Proposed Rule for Preventive Controls for Animal Food and/or other food safety systems. Experience developing or teaching an animal food safety or manufacturing curriculum is strongly desired.

Program Manager Description The Program Manager shall provide overall program for a single complex project and direct successful performance for project transition, performance and completion, to ensure expected results within estimated timeframes and customer satisfaction. The program manager ensures that assignments are completed as directed, enforces work standards and reviews/resolves work discrepancies to ensure compliance with contract requirements. The Program Manager shall interact with the CVM team, the Contracting Officer’s Representative and other management personnel and report in writing and orally.

Executive Editor Description The Executive Editor shall have a minimum of five years documented technical writing and editing expertise and the ability to work with a diverse team of technical experts, as shown by documented prior professional experience working in a team environment.
