Subject: Preventative Maintenance Agreement for the Waters Q-TOF and I-Class UPLC Maintenance for a Base Period of One Year (12 Months) and Four (One Year) Options, totaling 5 years for the life of the contract, to be Sole Sourced to the Waters Corporation, under solicitation RFQ-FDA-1253020

The U.S. Food & Drug Administration (FDA) intends to issue a Sole Source follow-on award to Waters Corporation (“Waters”) for Preventative Maintenance Services. The Government intends to issue a sole source award in accordance with FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated service.

Waters is the manufacturer of Waters Xevo G2-XS Q-TOF and I-Class UPLC. As such, supplies, accessories and parts required to service and/or upgrade the instrument can be obtained, installed, and guaranteed in the USA only from Waters. No other vendor can provide maintenance and technical support for this system.

This will be a firm fixed price award.

The NAICS Code is: 811219 Other Electronic and Precision Equipment Repair and Maintenance.

This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement to Sarah Hussain, sarah.hussain@fda.hhs.gov in writing and must be within seven

(14) days after date of publication of this notice which may be considered by the agency. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
