FDA-20—SOL-1226888

High Purity Germanium Gamma-Ray Spectrometers

Background

A complete high purity germanium gamma ray detection system consists of a background radiation shield, a detector, preamplifier (typically incorporated in detector housing), a cooling system (dewar, mechanical cooling, or combo), an electronics interface, and a computer system to analyze data. This requirement focuses on the high purity germanium gamma ray detector, cooling system, and electronics interface.

The Winchester Engineering and Analytical Center (WEAC) is the sole federal laboratory performing the analysis of radioactivity in food products. WEAC relies on gamma spectrometry to screen and analyze foods for contamination of gamma emitting radionuclides. WEAC’s routine radiological programs and programs derived from WEAC’s radiological emergency responsibility are an essential part of the nation’s food safety and defense against radionuclides contamination in foods. The requested spectrometers are needed as replacements for obsolete models because it will maintain WEAC’s gamma-ray analysis capacity.

Objective

WEAC requires two High Purity Germanium Gamma-Ray Spectrometers. The High Purity Germanium Gamma-Ray Spectrometer systems will effectively detect gamma ray emissions from FDA regulated products. The High Purity Germanium Gamma-Ray Spectrometers will allow WEAC to replace obsolete High Purity Germanium Gamma-Ray Spectrometers.

Scope

The Contractor shall provide two High Purity Germanium Gamma-Ray Spectrometers that meet or exceed the minimum technical requirements below. Contractor shall also be responsible to perform installation of the systems.

Minimum Technical Requirements

• Compatibility: The spectrometer system shall be compatible to the gamma-ray analysis application software system used by WEAC: genie 2000/APEX. Detector shields at WEAC are designed for vertical dipstick cryostats (e.g. Canberra 767 and ORTEC/Putnam HPLBS-1F) and spectrometers shall be compatible with them.

High Purity Germanium Detector:

• Detector configuration: Vertical dipstick cryostat

• Relative Efficiency (%): 60-80

• Resolution: Full Width at Half Maximum (FWHM) is <= 1.25 at 122 keV energy line; is <= 2.2 keV at 1.3 MeV energy line.

• High Voltage inhibit upon detector warming.

• Peak Shape: FWTP/FWHP: No larger than 1.90

• Peak to Compton ratio: 72:1 or better

• Energy range: at least covers 40 keV to 10 MeV

• Additional: Detector MNCP Characterization to define efficiency-space relationship for individual detector, be compatible with softwareGenie2000/APEX, and include Radioactive QC check Source.

• Cooling System (Mechanical Cooling Electrically Refrigerated Cryostat (LN2 free)):

• Shall be compatible with P-type Coaxial High Purity Germanium Detectors.

• Shall have no impact on high Purity Germanium Detector performance

• Shall have high voltage inhibit capability, BNC connector.

• Non-CFC/ non-flammable refrigerant

• Shall have power consumption of 125W typical with <350W maximum at start up.

• Electrical: AC Power: 110-240 Vac, 50/60 Hz

• Shall have a Mechanical Cooler/Detector Lift for support and to allow height adjustment of detector in the shield.

Electronics:

• Electronic interface for communicating detector and detector controller and its application software package: Canberra’s LYNX-MCA or equivalent so that it will work with WEAC’s gamma-ray spectrometer system’s application software and configurations

• Shall have a detector/preamplifier signal input connector, BNC, that accepts positive or negative signals from an associated detector preamplifier.

• Shall have a reset-preamp inhibit input connector, BNC, with a TTL compatible logic signal.

• Shall have a preamp high voltage inhibit input connector, BNC, that accepts input from the detector preamplifier to shut down the High Voltage Power Supply (HVPS) in the event of detector warm up.

• High Voltage Power Supply with output connector, SHV, capable of both Positive and Negative bias with ranges of 150-1500V dc or 1500-5000V dc.

• Electrical: AC Power: 110-120 Vac, 50/60 Hz

Trade and Service Specifications

• The instrument must be a newly manufactured unit, not used and refurbished or previously used for demonstration.

• FOB Point destination to include inside delivery and clean-up of area after installation.

• The entire system must be warranted for parts and labor for 12 months from the date of formal government acceptance. The vendor must also be capable of servicing the instrument through the covered warranty period. The system must include at least a one (1) year warranty and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, factory-certified replacement parts, engineer labor and travel costs. Any equipment repair and maintenance work shall be performed by an OEM-trained engineer. This factory-trained engineer shall have (verified by the OEM) the following: 1) access to OEM factory telephone support; 2) access to the most current OEM factory training for both hardware and software components; and 3) access to all current OEM factory parts, not build-to-order parts.

The OEM-trained service engineer shall not use salvaged parts from other instruments for performing maintenance and repairs. All parts used in PM and repairs must be guaranteed, factory-tested, OEM quality parts.

• Instrument operators shall have access to a technical representative call center at no additional charge, for technical assistance and trouble-shooting, which is staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument.

• Preventative maintenance (PM) visit shall be included for the base contract year. This visit shall be inclusive of all parts, labors, travel, consumables, and supplies which are necessary to complete the OEM’s suggested PM protocol. Service engineers which perform this service shall trained by the OEM.

• Sufficient familiarization training for 3-5 users per delivery onsite location will be provided at time of installation or shortly thereafter (within 30 days), such that operators may independently operate the instrument and with increased familiarity and proficiency. The training shall include manuals and any consumables to be used during training.

• The Contractor shall provide installation qualification with an employee who can provide proof of installation qualification/Operation qualification (IQ/OQ) certification.

Records and Reports

The Contractor shall, commensurate with the completion of each service call (inclusive of warranty services), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced. In addition, the Contractor shall provide monthly reports to the FDA PROJECT OFFICER and Contract Specialist, not later that the 5th work day following the end of each month, summarizing all maintenance and repair activities (including warranty work) for the previous month (during months that work is performed).
