SECTION I - DESCRIPTION OF SERVICES
1.0 Scope
The primary objective of this Prototype Flight Demonstration effort is to support the U.S. Air Force’s Air Combat Command (ACC), Air Mobility Command (AMC), and Air National Guard (ANG)(hereinafter referred to as “USAF”) research, evaluation, and operational demonstration of communications radios, innovative networking, and datalink capabilities for covert operations. This Prototype Flight Demonstration, which will be conducted at Patrick AFB, will help the USAF gain awareness of the mission-relevant Low Probability of Detection / Anti-Jam capabilities.
1.1 Contractor Tasking Objectives
1.1.1 Task Description
The Government requires the following tasks be completed:
1.1.1.1 – The contractor shall designate a single point of contact (POC) to the Contracting Officer (CO) and Contracting Officer Representative (COR) for all tasks required for the program. The POC shall be responsible for the control and coordination of all work performed by the contractor on this contract in accordance with this PWS during the contract period of performance. Government technical and program direction for this PWS are provided by the COR, AFLCMC/WKDM. The Government Contracting Officer is the only individual with authority to make changes to the contract.
1.1.1.2 – The contractor shall develop a detailed plan and procedure for the technology demonstration. This plan will include aircraft modification and equipment removal procedures, ground based test equipment set-up plan, necessary communication equipment and personnel, and a detailed flight plan. The contractor is responsible for manufacturing or procuring any aircraft unique hardware required to install equipment.
1.1.1.3 – The contractor shall work with the COR to identify what documentation and testing is necessary to gain safety of flight certification and successfully complete a configuration control board. The contractor shall conduct necessary testing and provide all data necessary for the completion of these documents and provide assistance to the engineer as needed.
1.1.1.4 – The contractor shall oversee and conduct the installation of their equipment with government oversight. The contractor shall provide engineering support throughout the flight demonstration. Post demonstration the contractor shall analyze the gathered data and provide a final report. (B001)
1.1.1.5 – The contractor shall provide a report detailing the estimated cost for the government to acquire unlimited and limited-use data rights. The government does not intend to purchase data rights at this time. (B002)
1.2 Contractor Program Management
1.2.1 Deliverables
The contractor shall deliver the following documents/ products in accordance with the appropriate CDRL item schedule below:

1.3 Security
1.3.1 Information Control:
Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems.
1.3.2 Security Clearance:
The efforts required for this task are expected to be UNCLASSIFIED and do not require the contract personnel to obtain a security clearance.
1.3.3 Access to Government Facilities:
The Government Program Manager will assist contractor personnel in processing the necessary DoD forms to obtain base or area badges for access to Government facilities. Access to Government facilities is limited. Therefore, the contractor shall coordinate required access/usage times and dates through AFLCMC/WKDM at least 15 calendar days prior to the need date. Control of the facilities will remain with the Government.
1.4 Government Contract Management:
Responsibility for contracting activities rests solely with the Government Contracting Officer. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that will affect the scope, schedule, or price of the program covered by this PWS, shall be acted upon by the contractor unless specifically approved by the Government Contracting Officer.
1.5 Safety Requirements
1.5.1 Occupational Safety and Health Standards:
The contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (Title 29 CFR. Part 1910). If there is no applicable Occupational Safety and Health Administration (OSHA) standard, use other applicable nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract.
1.5.2 Major Mishaps
When a major mishap ($10,000 or more) involving Government property occurs, the contractor shall immediately secure the accident scene and the damaged item until released by the accident investigative authority as designated by the AFLCMC Safety Office. Such release shall be accomplished by the Administrative Contracting Officer (ACO). If the Government elects to conduct an investigation of the accident, the contractor shall cooperate fully and assist Government personnel until the investigation is completed.
1.6 Quality Assurance
In accordance with FAR Part 15 and FAR Part 46, the Government will evaluate the contractor's performance under this contract through inspections of deliverables. The services to be performed by the contractor during the period of this contract will at all times and places be subject to review by the government contracting officer or authorized representative(s). Other Government personnel may from time-to-time observe Contractor operations. These personnel will not interfere with Contractor performance. The Contractor shall comply with the standards outlined in FAR 52.246-
1.6.1 Inspection and Acceptance
Deliverable inspection and acceptance will occur at destination.
SECTION II - SERVICE SUMMARY
The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. Contractor performance shall be measured and assessed, using the Performance Objectives listed in the Service Summary Table 3. In the event the performance objective is not met, the Contractor shall be given a reasonable time after notification to correct the unacceptable performance, if such correction is possible.
The Contractor shall immediately take corrective action in accordance with the performance threshold(s). In cases where the Contractor fails to implement corrective action, the government contracting officer will take appropriate measures.

All services for this effort will be conducted at the contractor facilities. There is no GFP or GFE being provided for this effort. All required materials will be provided by the customer.
