JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

I. CONTRACTING ACTIVITY

Defense Logistics Agency DLA Aviation at Ogden 6051 Gum Lane Bldg. 1225 Hill Air Force Base, UT 84056-5825 PR Number: FD2020-20-000522

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

A. Upon approval to use other than full and open competition procedures, DLA Aviation Ogden will issue a new contract to procure two (2) Solid State Amplifiers for the AN/TPT-T1(V) Unmanned Threat Emitter (UMTE) to be used by the United States Air Force to the following source:

DRS Training and Control Systems (CAGE 12339)

B. Contract Type & Structure: A spares contract with an anticipated Firm Fixed Pricing arrangement will be issued. The estimated award date is 31 May 2021 with performance expected through 31 December 2022.

C. Type J&A: Individual

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS

A. Narrative Description: This item is an amplifier for the AN/TPT-T1(V) Unmanned Threat Emitter (UMTE).

B. Total estimated cost: . This estimate is based on USAF mission requirements as computed by the D200 Requirements Determination System. This action will use 3400 appropriated working capital funds.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND

OPEN COMPETITION

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources and No Other Type of Supplies or Services Will Satisfy Agency Requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS

OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY

CITED ABOVE

A . The AMC/AMSC code for this requirement is 4C. Due to the critical application of this item, this part requires engineering source approval by the design control activity in order to maintain the quality of the part. The structural and functional integrity of this item can be affected by individual manufacturing processes and techniques. To ensure continued product integrity of the item, procurement is restricted to approved sources listed in the government’s screening analysis worksheet. An alternate source must qualify in accordance with the design control activities Manufacturing Qualification Requirement (MQR), as approved by the cognizant Government system engineering activity.

B. The Solid State Amplifier on the UMTE weapon system, AN/TPT-T1(V) is a critical component for the system. The UMTE generates radio frequency energy to simulate enemy radar systems for pilot training. This Amplifier is a replacement for a legacy obsolete 3B Amplifier Assembly, used in the legacy UMTE TK-3 systems. The Amplifier is a specialized subsystem to match the various UMTE Threat Kits functional, fit, form, and interface requirements of the UMTE Transmitter but utilizes current technology and hardware. Failure to procure a Solid State Amplifier that matches the electrical interfaces could damage the remaining subsystems in the UMTE Threat Kits and cause increased expenditure of maintenance labor hours and cause loss of critical and lifesaving warfighter training.

Contractors other than DRS will need to submit a qualification package in the form of a Source Approval Request (SAR). The SAR will need to cover all qualification requirements listed in the MQR document associated with this Solid State Amplifier Assembly.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A. A combined Request for Information/Synopsis document (#SPRHA5-20-R-0522) was posted to the System for Award Management website at www.beta.sam.gov. advising industry of the pending acquisition and soliciting inquiries from interested parties. This document was posted on 4 March 2020 and closed on 19 March 2020. No responses were received from any interested parties.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.404, it is anticipated that negotiations will be conducted using information other than cost and pricing data from the contractor. Thorough price analysis will be conducted using available information and approved pricing techniques that will support the contracting office in making a determination that the price paid to the contractor is fair and reasonable to the Government. Based on the foregoing, the Contracting Officer hereby determines the anticipated cost to the Government will be fair and reasonable.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

A. As described in Section VI above, market research, IAW FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.

B. Additionally, the 415th SCMS performed a search of the following internet sites using this items NSN (5996-01-630-7823FD) and part number (101102-3600-1):

- Google (www.google.com)

- System for Award Management (www.beta.sam.gov)

These searches was conducted by the 415th SCMS/GUEA Engineer, Peter Pham, on 12 May 2021 and they did not identify any commercial products or any additional sources of manufacture for this item.

C. Based on market research conducted, there is a high level of confidence that there are no additional sources currently capable of satisfying the agencies needs nor are there any other commercial or non-developmental items which could be utilized or which could be modified to meet the Government's needs.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL

AND OPEN COMPETITION

The Contracting Officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief (FAR 6.303-2(a)(12)).

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

As evidenced by the required design control documents included with the package as submitted by the cognizant Government engineering activity, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
