DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide a High Assurance Subscription Renewal for scientific data transfers and security.

Globus is used for the intramural NIH campus and is managed by High-Performance Computation Biowulf Cluster as a centralized service for the NIH scientific community. Many NICHD scientists in the intramural NICHD community routinely transfer data to and from Helix/Biowulf and other major computational centers on campus, and it is vital for them to have appropriate, secure, and user-friendly tools such as Globus. Globus offers the following features that are vital for the scientific research community:

Managed Endpoint can be configured to allow Users to create shared endpoints (also known as guest collections) that are hosted by the Managed Endpoint.

Each Managed Endpoint allows a configurable set of Accounts to use the Globus management console to monitor and manage activity by Users on the Managed Endpoint and shared endpoints hosted by the Managed Endpoint.

Each Managed Endpoint allows a configurable set of Accounts to view reports of historical usage of the Managed Endpoint, and shared endpoints hosted by the Managed Endpoint.

The Plus User can create shared endpoints that are hosted by that Plus User’s Plus Endpoints.

ii. Files can be transferred directly between two Plus Endpoints.

“Terabyte” is 1,099,511,627,776 bytes.

Globus at the University of Chicago is a proprietary software and the only commercially available product that can properly maintain all the essential functionalities required in support of the intramural scientists need to transfer data to and from Helix/Biowulf. There is no other compatible software that can properly and adequately support the Government with this need. Market research indicates that Globus is the proprietary creator and vendor of the subscriptions and therefore this requirement is a sole source.

Research Data is transferred directly between the source and destination systems while Globus tunes performance parameters, while maintaining security, monitoring progress, and validating correctness..

The Software is licensed pursuant to the Globus (a University of Chicago non-profit service) End User License Agreement is subject to the additional license limitations and restrictions set forth in the Software License. This isa continuation of previous services and to maintain current and previous research data.

This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to the University of Chicago- Globus In order to comply with the requirements in this Solicitation/Special Notice # NICHD-22-263, the responses should be based on our interpretation of the general requirements provided above. There are no other vendors that sell/distribute this software and the program wants to use the very manufacturer because of maintenance support and 24/7 assistance with the software and/or users.

Special Notice: The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Note " will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 3 pm, ET, August 30th 2022. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
