DESCRIPTION: The National Institutes of Health – NIAAA (LNCB) intends to procure a SliceScope to record electrophysiological and/or electrochemical signals and perform in vivo and in-vitro electrophysiology imaging experiments with the highest precision. The Lab needs a fully integrated, versatile system with 8-Channels and customizable to connect to other existing equipment at the Lab and have the flexibility to add additional hardware. This equipment will enable the Lab to record the smallest electrophysiological signals and acquire the highest data quality. LNCB at NIAAA performs ex vivo slice experiments and this procurement will upgrade the microscope translator and the light source of one slice recording setup. LNCB already has been successfully using two microscope translators from Scientifica and one light source of the same kind. ..The Lab argues that “The microscope translator by Scientifica is stable which is needed for whole cell recordings and at the same time slim in design so that it is easy and convenient to arrange other components around the microscope. As for the light source, the coolLED pE-800 by Scientifica has a total of 8 channels with 365, 400, 435, 470, 500, 550, 580, 635, and 740 nm wavelength, all of which can generate intensities strong enough for our application. Furthermore, the timing and the intensity of each channel can be independently controlled with either internal software or external TTL/analog inputs.”

The Lab already owns other instruments from the same manufacturer and procuring a similar compatible system would not only help to preserve, maintain and support the research data but also support future upgrades of hardware and software interfaces.

This proposed procurement is for products and services for which the government intends to solicit and negotiate on a sole source basis to Scientifica LLC under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and/or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Notice"# NICHD-22-182 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.

HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 10 am, ET, July 26, 2022. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. All questions should be directed earlier.

The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items

– Deviation for Simplified Acquisitions applies to this acquisition. FAR Clause 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment;

FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment; FAR Clause 52.213-4 to reflect the changes in FAC 2019-05 and FAR Clause 52.244-6 to reflect the changes in FAC 2019-05. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
