DESCRIPTION: The National Institutes of Health - NIAAA intends to procure the services of a contractor to provide and analyze gene expression and complete DNA library preparation, NovaSeq PSK9 (sequencing) and Customized analysis.

The mission of the National Institute of Alcohol Abuse and Alcoholism (NIAAA) is to conduct and support medical research and research training and to disseminate science-based information on substance us disorders such as alcohol use disorder, to improve people’s health and quality of life. The NIAAA supports a wide range of medical research through grants to universities and other medical research institutions across the country. The Institute also supports government scientists who conduct basic, translational, and clinical research across a broad spectrum of research topics and serious, chronic diseases and conditions related to the Institute's mission. In addition, the NIAAA supports research training for students and scientists at various stages of their careers and a range of education and outreach programs to bring science-based information to patients and their families, health care professionals, and the public.

The Lab needs these services for ongoing research and as a continuation of similar services outsourced throughout the year(s). RNA sequencing technology employs high-throughput next generation sequencing technique to analyze gene expression profiles in young and aged mice using a binge drinking model. The continuous variations in the transcriptome of tissue samples allows for the simultaneous, accurate, and rapid analysis of a large number of gene targets across various tissue sample categories such as brain, liver, lung, and intestine…

Exome sequencing is required for the Lab to diagnose the genetic cause of disease in a patient.

Identification of the underlying disease gene mutation(s) can have major implications for diagnostic and therapeutic approaches, and can guide prediction of disease natural history, and makes it possible to test at-risk family members. They need to perform analysis in paired normal and tumor tissue, increasing previous set of samples, where the Lab will look for the main molecular differences among them to identify the factors that are responsible for triggering the disease. In the future, they can use this information to give the patients more directed, precise, and maybe, individualized treatment. This project will help the management of young patients (most of the affected patients are kids) and adults that will improve their treatment in a much better way that is possible today.

This is an ongoing project and the Lab has been using the service from NOVOGENE in the past years.

The requirement is for “ Eukaryotic mRNA-seq with reference, 320 samples, mouse” and the Lab argues that “All the analysis of the 400+ samples that the Lab already has the data was performed by a collaborator group in Minnesota and they requested to keep the same company for this experiment…”they insist that “ Novogene is the sole operator of the Novogene RNAseq platform, integrating the processes of sequencing, cDNA library preparation and subsequent analysis in a mechanism that allows analysis of our study tissue. No other RNAseq provider has the capacity or integrated workflow required to efficiently examine this tissue with a high enough degree of accuracy (Q30 score > 85%) to match Novogene�s capabilities.”

This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to NovoGene Corp., located at 8801 Folsom Blvd, Suite 290, Sacramento, CA 95826.

In order to comply with the requirements in this Special Notice #NICHD-22-183, the responses should be based on our interpretation of the general requirements provided below.

The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Note " will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 2:00 pm, ET, July 26th 2022. Offerors may either submit one copy of the quote to MOE FILALI by mail or preferably via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
