The USGS has a requirement to procure TRM Rules Manager SE for Maximo 7.x & up “Enterprise” software. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to TRM, unless it is contacted by any vendor who believes they can provide the same product. Vendors are invited to contact the Contract Specialist, Michael Lepe, via email at mlepe@usgs.gov no later than 11:00 AM EST, Friday, 07/17/2020 with an affirmative answer.

Sole Source Justification States the Following Part:

Total Rules Management (TRM) RulesManager SE™ for Maximo 7.x & up “Enterprise” software subscription and support purchased for Office of Administration, Facilities Management Branch. This software is used, in conjunction with Maximo is the DOI maintenance management software solution in use at USGS for the past 14 years. RulesManager is a custom add on product to Maximo used to extend Maximo’s base functionality to better meet USGS/DOI business requirements. RulesManager has been used with Maximo from the beginning of the USGS deployment and the two products are very tightly integrated. RulesManager provides functionality necessary to implement the automated interface between FBMS and Maximo, develop and monitor the projects in the bureau deferred maintenance Five Year Plan, and meet other unique bureau business requirements. The functionality provided by RulesManager could not be replicated in total by another product without significant reinvestment and disruption to current system operations. The estimated cost to replace RulesManager functionality is approximately XXXXXX. Replacement costs are far in excess of any savings hoped to be achieved through competition of this effort. If this support contract is not processed USGS would not be entitled to vendor software technical support, security patches, and upgrades. If Maximo were to fail the USGS could not readily produce the Bureau Five Year Deferred Maintenance and Capital Improvement Plan or interface with FBMS in addition to other business related functionality that would b TRM RulesManager SE™ is proprietary software owned and licensed by Total Resource Management, Inc. a GSA, small business. Market research indicates no other products could be integrated as noted above in paragraph 6. TRM currently does not have any authorized resellers whom competition can be obtained.
