FAR Part 6 Justification for Other than Full and Open Competition

key OIG applications such as Defense Criminal Activity Tracking System Enterprise (DCATSe), Case Reporting Information Management System (CRIMS) and Data Analytics support requirements.
Since these critical system support elements were not included in the PWS, the current PWS requirements will not support the level of effort required to adequately migrate the system configuration of the OIG network system/s and provide the appropriate levels of Network Engineering support. As a result, the PWS, as written and competed through the RFQ, does not meet the DoD OIG’s needs.
Therefore, the OIG will require sufficient time (6 months) to revise the PWS, thoroughly review other areas of the IT system architect and determine the overall requirements prior to moving forward with a new contract request. Additionally, the need to maintain the current levels of contract support until such time as a new contract is awarded is vital to the organization system data move, and it’s imperative the current levels of contract support remain in place.
6. Efforts to Obtain Competition: There were numerous responses to RFQ HE125420Q9041, which was posted to GSA eBuy on September 9, 2020. However due to the changes needed to be made with this requirement the government was unable to move forward. Once the requirement is confirmed there will be adequate competition and numerous vendors interested in this requirement.
7. Determination by the Contracting Officer of Fair and Reasonable Cost: The contracting officer has a reasonable expectation that the anticipated costs will be fair and reasonable based on the comparison of historical prices paid for previous acquisitions and current market price for these services.
8. Description of the Market Research: Market research was conducted by reviewing historical acquisition information also a sources sought announcement was posted in May 2020 on the GSA Advantage website which resulted in multiple responses of interested vendors able to support this requirement.

11. Effort to remove barriers to/increase competition: This sole source contract is a bridge contract that will enable the lead time require for DOD OIG confirm the requirement and award a competitive follow-on contract.
