SOLE SOURCE JUSTIFICATION: SIMPLIFIED PROCEDURES FOR CERTAIN
COMMERCIAL ITEMS EXCEEDING SAT, INCLUDING BRAND NAME
FOR OFFICIAL USE ONLY – LAW ENFORCEMENT SENSITIVE

Pursuant to the requirements under the authority of simplified procedures for commercial items at 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903 Special emergency authority as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501 and consistent with the content requirements of FAR 6.303-2.
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement(ICE), Office of Acquisition Management(OAQ), proposes to enter into a contract on behalf of Homeland Security Investigations (HSI) Division 4, Cyber Crimes Center (C3) on a basis of other than full and open competition.
2. Nature and/or description of the action being approved.
(a) Type of action: Firm-fixed Price (FFP) Purchase Order
(b) Amount the current J&A is justifying: $957,042.53
(c) Brief Description: OAQ intends to procure, on a sole source basis, CameraForensics from CameraForensics Ltd. using simplified acquisition procedures.
This action is being taken pursuant to the authority of FAR 13.501. The vendor listed below is the only company that can provide the required software license.

3. Description of Supplies/Services. Describe the supplies or services to be acquired.
Provide the estimated total value (including options, if any).
The requirement is for the CameraForensics Enterprise application to allow HSI computer forensics examiners to determine when a suspect who has created/produced child sexual abuse material has which are then posted on the Internet. The ICE/HSI/C3 mission is to investigate domestic and international criminal activities occurring on or facilitated by the Internet. The Child Exploitation Investigations Unit (CEIU) investigates the sexual exploitation of children via technology and in online environments.
This product will be used on stand-alone systems and will not touch the DHS/ICE Enterprise Network.
The total cost of the procurement is $957,042.53.

9. Any other facts supporting the justification.
Not applicable.
10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.
None.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required.
In an effort to reduce costs to the Government and stay within C3’s limited budget, HSI/C3 routinely tests products found on the market and attends demonstrations of numerous other vendor’s products in an attempt to provide the standardized Child Exploitation Investigations Program, managed by C3, with the most up-to-date solutions available to the law enforcement community. At this time, only Camera Forensics can fulfill this requirement.
ICE/C3 will continue to monitor sources and meet with other Government agencies to determine if new items/services or vendors are available that meet the technical requirements and mission.
12. DHS intends to post the requirement pursuant to FAR 13.501(a)(1)(iii) and 6.305(a) or for brand name FAR 13.501(a)(1)(iv) and 5.102(a)(6).
