1. Identification of the agency and the contracting activity.

2. The nature and/or description of the action being approved.
The USDA proposes to award a brand-name, firm-fixed-price contract to for the acquisition of the AVITI Next Generation Sequencing (NGS) System. This procurement is being conducted using the simplified procedures authorized under FAR Part 13.5.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The AVITI platform integrates specialized hardware, consumables, sequencing chemistry, and software developed solely by , making it a fully integrated and closed system. No other vendor is authorized or equipped to provide the AVITI system, its consumables, or service support. Given the proprietary nature of the technology and the lack of authorized resellers, only is qualified to fulfill this requirement.

Market research confirmed that Element Biosciences is the sole source provider. Searches of authorized vendors, GSA schedules, and commercial sources identified no alternative providers or resellers offering the AVITI platform or equivalent technology.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer has determined the anticipated price to be fair and reasonable based on independent market research, comparison with pricing of other high-throughput NGS systems, and an evaluation of the proposed cost in relation to the system’s proprietary capabilities and intended use.

Market research included a review of GSA Advantage, online vendor listings, and outreach to industry contacts. No comparable sequencing system using Avidity Sequencing™ technology was found.
