1. HPM Prime and Pulsed Power

The DE JTO is highly interested in funding key component advancement to feed into HPM power conditioning and pulsed power subsystems that will increase overall system performance while reducing size, weight and cost of these subsystems, which typically consume 30-50% or greater of overall system size and weight.

a. Subtopic 1: Tunable High Rep-Rate, High Power, Non-Linear Transmission Lines ($500K Year 1for models, conceptual design(s), $1.5M Year 2 for NLTL design, construction, characterization)

Seeking modeling and innovative conceptual designs for high rep-rate, high power, tunable non-linear transmission lines (NLTL). These systems typically use a series of discrete non-linear elements or a continuous non-linear element to sharpen a propagating pulse and increase the amplitude and frequency content, thus generating ultra-wideband or mesoband impulses. Create broadly applicable design model(s) that include the required nonlinear physics, electromagnetics, circuit characteristics and thermal response of NLTLs. Using those models, explore innovative concepts capable of pulse repetition rates of a minimum of 1 MHz and electronically tunable frequency content of the pulses with a tunable center frequency in the 0.1-10 GHz range with a pulse width of 5ns or less. Concepts with center frequencies near the extremes of this range are of especial interest. Peak raw output powers in the 0.1-2 GW range are highly desirable with reproducibility and stability enabling phasing of multiple devices for output scaling and electronic beam steering. Additional desired features include the ability to vary the width of the RF pulse and vary the output power. Novel concepts to tune the center frequency shall be explored along with novel and new materials.

2. MEETINGS

a) Kick-Off Meeting At the start of each contract, the contractor shall support a kick-off meeting at the contractor’s facility.

b) Technical Interchange Meetings The contractor shall hold technical interchange meetings as required but no less than annually.

c) Status Brief/Proposed Continuation of Effort The contractor shall present a status brief/proposed continuation of effort near the end of the initial contract award period to be held in Albuquerque, NM.

d) DE-JTO Annual Review The contractor shall present the results of their effort at the DE- JTO Annual Review to be held in Albuquerque, NM.

3. BAA TYPE: This is a two-step, open broad agency announcement.

STEP ONE - The Government is requesting WHITE PAPERS via this announcement. DO NOT SUBMIT A FULL PROPOSAL. White papers that are evaluated as having importance to DE- JTO mission goals and to DoD HPEM objectives, that demonstrate sufficient scientific and technical merit, and for which funds are available, may be invited to submit a full technical and cost proposal.

4. NON-GOVERNMENT ACCESS TO WHITE PAPER/PROPOSAL INFORMATION: Only government personnel will evaluate submissions. However, both administrative and technical-advisory contractors will have access to submitted information. The service contracts include all appropriate Organizational Conflict of Interest clauses to prevent impaired objectivity, partial advice, or unfair advantage. Any objection to non-government administrative or advisory access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. A list of the current service providers may be obtained from the Contracting Officer.

5. STEP ONE INFORMATION—WHITE PAPER SUBMISSION: Separate white papers are required for each separate project the offeror is pursuing. Each white paper must stand on its own merit. DE-JTO will use only information provided in a white paper in the evaluation process potentially leading to a full proposal request. All white papers submitted under this BAA should be UNCLASSIFIED. In the rare situation that a white paper must be CLASSIFIED contact the Technical POC listed in Section 6.

6. SUBMISSION DATES AND TIMES:

White papers for this topic within this attachment will be accepted until 5 PM Eastern Time on 05 October 2020.

All offerors submitting white papers will be contacted by AFRL/RDKT as to their selection status. Offerors can contact the contracting POC identified in section 6 for status of their white paper no earlier than 45 calendar days after submission.

7. HANDLING AND MAILING INSTRUCTIONS:

a) Submit white papers through the DOD SAFE site at: https://safe.apps.mil/ Users will:

- Email a request drop-off to the POC’s identified in section 6 below

- Upload file and enter description of file as instructed in subparagraph 7.a.i.1.-5.

- Recipient will receive an email from DoD SAFE that sender has sent the package.

Email will provide a link and a temporary password

Offerors are required to confirm receipt with the POC’s identified in section 7 below.

i. Prepare all documents electronically in Microsoft Word format. Submit a single

Microsoft Word document containing all parts identified in paragraph e) of the Announcement electronically for each white paper submitted. Multiple submissions on a single electronic submission will be considered non-responsive. Format so that the Government can read both electronic and printed versions. Include in electronic description of file as follows:

1) BAA FA9451-18-S-0005 Amend 1

2) Offeror’s (company) name

3) Technical topic area (as listed in 1(a) above)

4) Project title (to correspond exactly to the project title used on the cover pages of each white paper component)

5) Contact information

8. White Papers will be evaluated through a peer or scientific review process using the following criteria, stated in descending order of importance. The criteria stated below will be used to determine whether full proposals will be invited based on the white paper submitted:

a. Importance to DE-JTO mission goals and to DoD HPEM objectives

b. Scientific and Technical merit

c. Funds Availability

9. Organizations whose white papers are evaluated as having importance to DE-JTO mission goals and to DoD HPEM objectives, that demonstrate sufficient scientific and technical merit, and for which funds are available, may be invited to submit a full technical and cost proposal.

Such invitation does not assure that the submitting organization will be awarded a contract.

Submitting organizations whose white papers are not selected for submission of a proposal will be notified.

10. EVALUATION CRITERIA

a. Proposals will be evaluated through a peer or scientific review process using the following criteria, stated in descending order of importance: No further evaluation criteria will be used in evaluating proposals.

i. Importance to DE-JTO mission goals and to DoD HPEM objectives

ii. Scientific and Technical merit

iii. Funds Availability

11. REVIEW AND SELECTION PROCESS

a. After evaluation of a proposal, the proposal will be categorized in one of three categories:

i. HIGHLY RECOMMENDED: Proposals are recommended for acceptance, if sufficient funding is available, and normally are displaced only by other Highly Recommended Proposals. These proposals are of significant importance to DE-JTO mission goals as well as DoD HPEM objectives. These proposals may have overall scientific and technical merits that exceed the BAA objectives. The proposal is affordable based on available funds.

ii. SELECTABLE: Proposals are recommended for acceptance, if sufficient funding is available, but at a lower priority than Highly Recommended Proposals. These proposals may require additional development. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable Proposal presents a unique approach unlike any in the Highly Recommended category. Selectable proposals are important to DE-JTO mission goals as well as DoD HPEM objectives. Selectable proposals have overall scientific and technical merits that address the BAA objectives. The proposal is affordable based on available funds.

iii. NOT SELECTABLE: Even if sufficient funding existed, the Proposal should not be funded. Not selectable proposals have some or all of the following:

1. The proposal is not important to DE-JTO mission goals and to DoD HPEM objectives;

2. The proposal does not demonstrate overall scientific and technical merits or does not address the BAA objectives; and/or

3. The proposal is not affordable based on available funds.
