Section A: General Contract Information
Contracting Activity: Air Force Nuclear Weapons Center (AFNWC) Nuclear Enterprise Contracting Branch (AFNWC/PZNK) Kirtland Air Force Base, New Mexico 87117

Section B: Description of the Supplies/Services Required
The Air Force Nuclear Weapons Center, Air Delivered Capabilities Directorate (AFNWC/ND) has indicated that there is only one source capable of providing additional conduit piping to be installed at two locations with optional provisions for additional conduit piping and installation support at four other locations. As a result, this action will be awarded to Atlantic Comm Tech (ACT), 2509 Walmer Avenue, Norfolk, Virginia 23513 on an other than full an open competition basis.
This action provides for a new Firm-Fixed-Priced contract for the purchase of additional materials and support to enhance the sustainment efforts for the Program.
The additional conduit pipes, shall replicate the entire buried cable path with the same number of empty conduit pipes that will be used for the baseline buried cable infrastructure. Empty conduit pipes will also duplicate the baseline conduit pipes between the
Facility and Facility , and respective Protective Aircraft Shelters (PASs). The empty conduit will be buried side-by-side with the baseline conduit pipes and will be installed in the same trenches while they are open. The total estimated value of this purchase is $1,400,000.00.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the unique nature of the overall Program sustainment enhancement efforts, ACT is the only vendor that can accomplish the procurement and delivery of the needed conduit material necessary to satisfy the delivery and schedule requirements associated with the Program. The rationale supporting this decision is based upon the fact that ACT is the contractor presently conducting a critical component upgrade of the , which is a key element in the overall enhancement sustainment effort of the program as a whole. Retaining product and support continuity within the Program is critical to the overall success of the enhancement upgrades that are ongoing. Furthermore, ACT already possesses the necessary clearances and authority needed to complete the work required by this purchase. By utilizing ACT to obtain the conduit material, the Government will be able to leverage the trenching and installation work that ACT is already conducting as part of the project as well as the design layout, reducing both the technical and schedule risk to the overall Program. ACT is the only vendor that can meet the required delivery schedule for the enhancement, preventing a negative impact to flight operations at the six location requiring the additional conduit material .
Competing this requirement will require approximately six to eight months to complete and will not allow

20 Apr 2017 Page 2 of 2 the Program Office to reduce the technical and schedule risk by leveraging the efforts. The acquisition time line (six to eight months) along with an estimated 12 months performance delay to complete this work would place the at risk for the successful delivery and acceptance of the sustainment enhancements necessary to support the system functionality.
It is estimated the Government will save approximately $4,717,453.00 in duplicative costs that are not expected to be recovered through competition by leveraging ACT's trenching work that is required under the activities. The estimated cost savings is based upon calculations garnered from current and prior contract prices for material, installation, and trench work at similar locations.
Section D: Efforts to Obtain Competition
This Program enhancement effort is directly linked to the upgrade and is integral to the design, development, and delivery schedule associated with the efforts. In reviewing the requirements of this project, the primary hurdles that limit this effort to other than full an open completion are derived from the sole expertise possessed by ACT, as the developer. Because ACT is responsible for designing and delivering a critical component upgrade, the , to the overall , they are best suited to ensure compatibility and/or installation constraints are eliminated.
Market research was conducted to identify other potential vendors that could meet the constraints associated with these efforts and while other vendors could potentially provide the needed materials, the ability to satisfy the overall Program enhancement schedule was not able to be achieved by anyone other than ACT.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The sustainment enhance associated with this purchase is a singular effort that is not anticipated to recur. Increased proactive program management and overall system upgrade/enhancement planning will ensure that any future requirements associated with the can be acquitted via full and open competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
