PERFORMANCE WORK STATEMENT

705 CTS ACCESS CONTROL, CLOSED CIRCUIT TELEVISION (CCTV), & PUBLIC ADDRESS (PA) SYSTEMS MAINTENANCE 12 Feb 2019

Background/Scope.

The purpose of this procurement is to maintain the 705th Combat Training Squadron’s access control, Closed Circuit Television (CCTV), and public address (PA) systems. This Performance Work Statement is to establish a one (1) year maintenance agreement with four (4) one (1) year option periods for all three systems and supporting infrastructure.

2. Requirements.

2.2. Task. Establish a maintenance agreement supporting the access control, CCTV, and PA systems.

2.2.1. All service calls will be performed at no charge.

2.2.2. Contractor shall provide technical support with a capable and qualified technician within 4 hours of notification, Monday-Friday, 0800-1600 hours, for emergency repair and/or replacement of failed or malfunctioning equipment.

2.2.3. Contractor shall provide emergency, after-hours support (1600-0800 hours, weekends and holidays) with a capable and qualified technician within 24 hours of notification.

2.2.4. Contractor shall provide loaner or replacement equipment within 24 hours of malfunction or failure, regardless of the reason for malfunction or failure, if timely repairs cannot be completed.

2.2.5. Contractor shall provide scheduled preventive maintenance, testing, and cleaning of all associated access control, CCTV, and PA equipment, twice each calendar year, consisting of, but not necessarily limited to:

2.2.5.1. Access control system checked; readers cleaned/adjusted; worn/unreadable keypads replaced; lock down/lock release for doors verified; functional check of all door hardware/components and/or electronic/manual release mechanisms; functional check of “Classified Meeting” signs and lockout; software updates, if/as required; badge printer function checked, cleaned.

2.2.5.2. CCTV power supply function checked; camera functionality checked; cameras and housing units/hardware cleaned; camera image quality verified; camera positioning maintained; video recorders checked and functioning; software updates, if/as required; other associated CCTV functions/connectivity.

2.2.5.3. PA system function checked; all speakers operational; volume adjusted/checked.

2.2.5.4. Quick entry access control buttons for the main facility doors as well as the vehicle gate at the rear of the facility function checked/operational.

3.1. The following holidays are recognized as Federal holidays and Government offices will not be open.

3.2. If the contractor determines that it must work beyond normal business hours or weekends at no additional cost to the government, the contractor will contact the POCs in paragraph 5.0 to arrange for access to the facility and appropriate escorts.

3.3. Base Access. All commercial trucks must enter through the contractor’s gate located just before the intersection of Gibson and Carlisle. In accordance with Kirtland Air Force Base, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with the 705th CTS POC (see paragraph 5) and Base Security to gain permissions to access the base. Gate hours of operation are 0600-1800. Once at the gate, the driver must be able to show:

Current vehicle registration
Current proof of insurance

A valid and current Driver’s License for the driver (with photo)

A valid and current Driver’s License or other state-issued photo identification for any passenger(s) in the vehicle.
A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.

3.4. The 705th CTS has a robust exercise schedule, and time where the facility can be shut down to perform the work is limited. The work accomplished also includes classified areas; therefore, close coordination with the POCs listed in paragraph 5 needs to be maintained for routine and/or emergency repairs/maintenance as well as arrangement of escorts within the designated areas.
