PERFORMANCE WORK STATEMENT
For
351st SWTS, Government Owned Trailer Maintenance 351st SWTS
Kirtland Air Force Base Albuquerque, New Mexico
Date: 7 June 2019
1. Scope: Contractor shall conduct routine semi-annual maintenance on government owned trailers identified below for 351st Special Warfare Training Squadron (SWTS). The contractor shall furnish all personnel, tools, and equipment to accomplish work required by this contract and ensure that maintenance services provided on all trailers are conducted according to factory brand specifications or as deemed necessary by the manufacturers.

2. Performance Requirements:
2.1. General:
2.1.1. All maintenance will be conducted and completed by an authorized mechanic with approval to perform maintenance on the trailers.
2.1.2. The contractor shall ensure all factory/manufacturer directed recalls are conducted on the trailers.
2.1.3. The contractor will perform warranty work on each trailer so long as the warranty is valid on the trailer along with trailers added to the existing contract.
2.1.4. The government will provide maintenance service logs for trailers that are available to allow the contractor a view of the maintenance conducted before contract award. The contractor shall maintain maintenance logs for each trailer for the duration of the contract, provide them to organization upon request, and automatically upon the end of the contract.
2.1.5. All trailers will be delivered and picked up from the contractor’s facility by the 351st
SWTS. The U.S. Government assumes all responsibility for transportation. Once the contractor has taken possession of the trailer, the contractor has 5 working days to complete the required work in accordance with the maintenance schedule recommended by the manufacturer (unless some foreseen circumstance arises and is coordinated with the Government).
2.1.6. The government has the authority to add, replace, or remove trailers inventory identified above. A modification will be provided to the contractor adding or removing the preventative maintenance required with the established prices agreed upon at contract award.
2.2. The vendor shall perform full multi-point inspection/diagnostic checks each of the trailers semi-annually.
2.3. The contractor shall perform the following recurring maintenance on each of the trailers semi-annually:
2.3.1. Sanitizing Fresh Water System – purge/flush system and refill
2.3.2. Emptying waste water
2.3.3. Generator – inspect and perform fluid changes
2.3.4. Propane Refill
2.3.5. A/C filter change
2.3.6. Clean and charge batteries
2.3.7. Winterize during the fall and winter seasons
2.4.Miscellaneous Maintenance
2.4.1. All finding during the inspection/diagnostic requiring service not covered in paragraph
2.3 of this PWS will be considered miscellaneous maintenance. These findings will be reported to the contracting officer (CO) and 351st SWTS contracting officer’s representative (COR) prior to servicing. The contractor shall include a quotation for the price of servicing the additional items which will be based on the shop rate for hourly work and the cost of replacement parts and materials.
2.4.2. The contractor shall not perform any miscellaneous maintenance services until written approval is received from the contracting officer.
3. Contractor Manpower Reporting Application (CMRA)
3.1.The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.
3.1.1. Contractors are required to input data by 31 October of each year.
3.1.2. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data
3.1.3. Data for Air Force service requirements must be input at the Air Force CMRA link.
