STATEMENT OF WORK 58 TRS

Fall Protection Hangar 482 Part 1 General Information

The contractor shall furnish parts, material, labor, equipment and supervision necessary to design, build and install the Personnel Fall Protection System in Hangar 482. The Fall Protection System will allow aircrew students and Instructors to walk on top of the Enhanced Fuselage Trainer (EFuT). Contractor shall meet all requirements discussed in this Statement of Work (SOW).

1.0 General: This is to supply a contract to provide design, build and install of a Personnel Fall Protection System for aircrew training.

1.1 Background: The 58 TRS is acquiring a new MC/HC-130J EFuT for student training. Personnel will be required to be on top of the aircraft to complete training. This requires a fall protection harness IAW USAF directives and OSHA requirements.

1.2 Objectives: Provide a functional Personnel Fall Protection Restraint system installed in Hangar 482 above the MC/HC-130J Fuselage Trainer.

1. The vendor will design, furnish and install a complete fall protection system in compliance with pertinent OSHA regulations.

2. The fall protection system will consist of the following:

a. Enclosed track rail system

3. The fall protection coverage will be as follows:

Fuselage: One (1) 103.0 ft enclosed track rigid rail system. The rail will safeguard users while performing work tasks atop the fuselage. Right Wing: One (1) 63.0 ft enclosed track rigid rail system. The rail will safeguard users while performing work tasks wing area. The position of the rigid rail system will be centered over the fuselage and right wing of the EFuT.

4. Systems will be designed for fall arrest.

5. Furnishing and installing new hangar/braces for direct support of the fall protection systems are included.

6. The systems will be attached to the existing roof structure.

7. The complete system will be as designed by Fall Protection Engineers.

8. The user will have the ability to travel the entire length and width of the fuselage/wing, without the need to detach at intermediate supports.

9. The system will be designed for two (2) users per sub span and a total of three (3) users per rail system. (4) The system will include six (6) sets of user equipment consisting of the following:

a. Full body harness

b. Self-retracting lanyard w/tagline

c. Trolley/Shuttle

10. Include initial training in the use, care, and maintenance of the equipment. This training will be provided to the government contracted facility maintenance personnel. Four (4) personnel will be trained.

11. Include an operators manual for the Fall Protection System.

12. Include engineered drawing of the system.

13. Kirtland AFB will be responsible for providing all existing Hanger 482 plan information, obtaining field dimensions and documenting conditions as required to enable vendor to perform the engineering tasks.

14. Contractor will furnish loading data for review by the project structural engineer or your designated representative.

15. Preparation of fall protection engineering drawings, signed and sealed by a Registered Professional Engineer in the State of NM are required.

1.3 Scope: In accordance with OSHA Regulations concerning Fall Protection and Personal Protective Devices, the vendor will propose to design, fabricate, furnish and install a complete fall protection system. The system is intended to provide fall protection for personnel while they are engaged in their training activities. All elements of the system will be designed and installed in strict accordance with the appropriate OSHA Regulations.

In general, personnel will be required to attach themselves onto the safety system prior to being exposed to a fall hazard. This will be accomplished by attaching one end of their connecting device (SRL) connecting onto the system. The other end will be attached to a full body harness worn by the individual.

This contract will furnish parts, material, labor, equipment and supervision necessary to design, build and install the Personnel Fall Protection System device and required components listed in Part 4.

1.4 Period of Performance Installation: Installation shall be completed within one (1) year after receipt of award and approved design is provided.

1.5 Warranty: The Contractor shall provide a one year written warranty to cover any deficiencies and failures as a result of Poor Workmanship and/or Material Defects. The Contractor shall correct any deficiencies and damages caused by the Installation Contractor at the installer’s own expense. All work shall be inspected and accepted by 377th CE. The work area shall be inspected for conformance to design documents, workmanship, and AFI 91-203, Air Force Consolidated Occupational Safety Instruction.

1.6 General Information:

1.6.1 Place of Performance: The work is to be performed at Hangar 482 at Kirtland Air Force Base, NM.

1.6.2 Type of Contract: Firm-Fixed Price (FFP).

1.6.3 Hours of Operation: The Contractor is responsible for conducting business between the hours of 0700- 1600 Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks detailed within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.4 Base Access: All commercial trucks must enter through the contractor’s gate located just before the intersection of Gibson and Carlisle. In accordance with Kirtland Air Force Base, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with the 58 TRS/Plans Mr. Robert Brown or Maj Joseph Ferrante Phone: 505-853-4011/5256 and Base Security to gain permissions to access the base. Gate hours of operation are 0600-1800. Once at the gate, the driver must be able to show:

· Current vehicle registration

· Current Proof of Insurance

· A valid and current Driver’s License for the driver

· A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.

· A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.

1.6.5 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open.

1.6.6 Post Award Conference: Reserved.

1.6.7 Key Personnel: The follow personnel are considered key personnel by the Government:

The Contractor shall provide a Contract Manager who shall be responsible for the statement of the work.

PART 2 DEFINITIONS & ACRONYMS

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3 Deliverable: Anything that can be physically delivered and / or installed per this Scope of Work, and associated attachments.

2.1.4 Quality Assurance (QA): Reserved.

2.1.5 Quality Control (QC): Reserved.

2.1.6 Subcontractor: Reserved.

2.1.7 Work Day: The number of hours per day the contractor provides services in accordance with the contract.

2.1.8 Work Week: Monday through Friday, unless specified otherwise.

2.2 Acronyms: These acronyms may or may not apply to this Scope of Work.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.0 Government Furnished Items and Services:

3.1 Services: Not applicable.

3.2 Facilities: The Government will provide the necessary workspace for the contractor to stage materials on site and/or within the facility.

3.3 Utilities: The Government will provide electricity, and water. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.

3.4 Equipment: Not applicable.

3.5 Materials: Not applicable.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.0 Contractor Furnished Items and Responsibilities:

4.1 General: The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.

4.2 Secret Facility Clearance applicable.

4.3 Materials: The contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this Statement of Work.

One (1) - 103.0ft enclosed rigid rail system positioned above the fuselage.

One (1) - 63.0ft enclosed rigid rail system positioned above the right wing.

4.4 Equipment: The contractor shall provide equipment necessary to meet the requirements under this Statement of Work, paragraph 1.2 Objectives.
