Questions & Answers 8/31/2016 Q:

The technical description appears to define a sole source. You ask for the contractor to manufacture a trailer, but you do not define the requirements fully. The description reads like a modification to an existing design. It states the dinette should be "replaced" with two work stations. How do we interpret this? We are a custom manufacturer and start with a clean sheet of paper, so we would not have a dinette to replace. It asks for a "Cabinet Package #1". How are we to know what this means? From the description, it would appear the Government is asking for a 16" workbench with a 16" overhead. You ask for a pass-thru door to cargo area, but provide no definition or state a requirement for a cargo area? Do we guess at this?

Should it be a 1 foot long or 20 foot long cargo area? The requirement calls for quantity "1", Teardrop fenders. Another example of a selected option out of an existing unit.

If it is the Governments intent to define a modification to an existing product, it is quite obvious that this is a sole source procurement and should be justified as such.

A:

The internet system;

Auto - Acquire Satellite internet terminal system. an in-motion or parked system, a Hughes 9450 with a compact C11 antenna includes an integrated WiFi connectivity. One year unlimited data service is included.

Trailer will be constructed with a 1 inch by 1 1/2 in tube constructed 16 on center , wall posts ceiling and floor.

Kitchen cabinets will be replaced with aluminum cabinets and is equipped with a 2 burner cook top stove. A 3.0 cubic fridge with a gas or electric option. The trailer also has a pressurized hot and cold water system with tanks.

Dinette will be removed and replaced with a two station work desk 8' long with four 110 volt recps, and three cat 5 recps above desk countertop. There will be a 18" three drawers centered each work station will be commercial grade construction. Consisting of .030 metal and wood constructed cabinet package. There will be a 40 inch LCD tv with a recep, cable connection as well as a cat 5 connector behind the TV and mounted on the wall in the center of the work station.

The sofa will be removed and a 6' workstation with one 24" three drawers cabinet. Six recps above the countertop and a sealed 4' x 8' vendors door above the countertop.

The removal of the shower will allow for more room in the restroom and area and also more storage.

The living space is different per the size of the trailer. The 28 ft trailer will have 10ft and the 32 will have 12 ft of living area.

The size of the doorway between the cargo and living area is 30 inch door.

The size of the living area is 10 feet, and is equipped with a 2 burner cook top stove. A 3.0 cubic fridge with a gas or electric option. The trailer also has a pressurized hot and cold water system with tanks.

Three outdoor receptacles ~40" above ground level on personal door side of trailer.

There will be a concession door on personal door side enclosed for a 55" LCD TV with recep, cable and Cat 5 behind monitor w/ a swing arm.

L shaped aluminum 4' x 8' lower cabinets with three drawers and upper cabinets will be single door. Five recep above work been in cargo bay.
