Statement of Work
Repair Structural Fire Training Facility (SFTF)
377 MSG/CEF
10 August 2016
1. Program Overview: The work covered by this Statement of Work (SOW) consists of all labor, tools, equipment, transportation, supervision, and materials necessary in performing all work requiring repair of STFT and installation of High Temperature Composite Liner or equivalent for three (3) identified rooms SFTF, installation of fall protection, and repair of propane control system located on Kirtland Air Force Base.
1.1. Minimum Specifications: The requirements contained herein are the minimum required specifications and features to be accepted under the resulting contract.
2. Scope of Work:
The contractor shall furnish all labor, transportation, materials, equipment, special tools, expertise, supervision and services required to install specified items in this SOW.
2.1. Installation: Full system installation shall occur within 8 weeks of receipt of contract award unless otherwise specified by the Government. Coordination shall be completed between Contractor’s Program Manager and the Training Division for Kirtland AFB Fire
Emergency Services; 505-853-6705 or 505-853-6743 for a start date, contingent upon security review and approval (see paragraph 4.2). Installation shall be performed under the direct supervision of at least (1) full time factory trained and authorized installation representative, who has the capability to respond on site within one (1) day of notification for questions, repairs, or replacement of equipment and installation.
2.2. Manufacturer’s Standards: The contractor shall install all items to meet industry and
Manufacturer’s standards and instructions. Workmanship and products shall be under normal commercial warranty and/or any optional extended warranty.
2.3. Layout Design: Pictures of facility are attached as individual PDF files.
2.4. Equipment Loss or Damage: Any equipment damaged during installation shall be replaced at no cost to the Government.
2.5. Facility Damage or Loss: Any damage or loss of facility during installation shall be repaired or replaced at no cost to the Government.
2.6. Operational Requirements and Specific Tasks: The pictures represent the best available information at the time they were prepared (10 Aug 16). While every effort has been made to correctly identify all areas of interest requiring repair and installation, it is recommended the contractor examine the site prior to submitting a bid to verify requirements. The Contractor is responsible to verify all measurements at the site and shall be responsible identifying required materials to conduct repairs and installation materials. No additional payment will be made for extra work required by obstacles which were in place and clearly visible at the time of bidding.We will need to reword this. There could be some unforeseen site conditions that cannot be identified in the pictures. Its’ not mandatory for vendors to some to the site visits. Here is what I propose: “Any unforeseen site conditions must be brought to the attention on the
Contracting Officer and the Fire Department prior to work.” Agency is available on 24
Aug 16 for site visit and 25 Aug 16 as an alternate date between the hours of 0800 and
1500. This will be stated in a separate section of the solicitation and we will re-iterate the importance of the site visit. A representative from the Fire Dept must be present and available.
2.7. Final Acceptance Inspection: Upon completion of all work, there will be a final acceptance inspection by the Government to include operational function test.
3. Government-Furnished Property and Services:
The Government has existing electric power to facility. The Government will provide electricity to power construction equipment. Any additional government-furnished property or services requirements to allow for system installation and operation must be clearly identified in the contractor’s proposal.
3.1. Utilities: The contractor shall ensure employees practice utility conservation. The contractor shall operate under conditions that prevent the waste of utilities.
3.2. Security, Fire and Medical: The Government will provide police and fire protection.
In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
4. General Requirements:
4.1. Hours of Operations: Working hours for the contractor will normally be between the hours of 8:00 a.m. and 4:00 p.m., excluding Saturdays, Sundays, Federal holidays and any AFGSC down days, if applicable. If the contractor wishes to work during periods other than above, additional Government inspection forces may be required. The contractor must request permission from the Contracting Officer to work during periods other than above sufficiently in advance to allow assignment of additional inspection forces when the Government representative determines the additional inspection force is reasonably available. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days.
4.2. Security Requirements and Base Access: A local form from the 377th Security Forces
Squadron (Kirtland Air Force Base Pass Request Form, see attached) is needed for contractors to access the base facility to include, a criminal background check through the National Crime Information Center (NCIC). The contractor shall ensure the pass and identification items required for contract performance are obtained and current. The process for background checks may take up to 10 business days. Once approved, contractor(s) must provide current driver’s license, vehicle registration, and auto insurance. This request is for contractor(s) to have access on the facility for 30 days or more. If a known period of performance is provided which exceeds 30 days, a request for that full time period is needed. For example; a pass for 30 days or more in a 90 day period cannot be used, access will be denied after the 30 day period. For contractor(s) having access to the base facility less than 10 days, the Training Division for Kirtland
FES; 505-853-6705 or 505-853-6743 may call into the visitor center for a pass request without being present. For contractor(s) having access to the base facility between 11 to
29 days, the Training Division for Kirtland FES may call into the visitor center however;
they must be present at the visitor center.
4.3. Entry Gates and Times: Trucks are subjected to vehicle search. Trucks that have 3 axles or more must utilize the Kirtland Contractor Gate (subject to change), that gate closure time is 1600hrs. (4:00PM MST). If access is needed after that time, contractor(s) must utilize the Truman Gate. Contractor(s) will be responsible for escorting all material trucks required for the project from the contractor gate to the job site and back off base.

3.1. Supply and install 92 linear feet 3-line galvanized railing on 3 sides of facility per
NFPA Standards
3.2. Supply and install 9000 lb. repelling arrestor and JIB at repelling tower
3.3. Give certification
4. Supply missing Class A burn cell on main floor
4.1. Required to meet live fire training standards and applicable NFPA Standards
4.2. Galvanized and stainless framing for thermos lining 10’ x 12’ x 9’
4.3. Install two (2) burn doors
4.4. Install one (1) burn window
4.5. Remove PVC smoke pipe
4.6. Fire command high temperature composite liner or equivalent
4.7. Two (2) thermocouples, NEMA box and ATK 10-channel readable pyrometer
4.8. Relocate two (2) training props to another room
5. Supply missing Class A burn cell on second floor
5.1. Required to meet live fire training standards and applicable NFPA Standards
5.2. Galvanized and stainless framing for thermos lining 10’ x 12’ x 9’
5.3. Install two (2) burn doors
5.4. Install one (1) burn window
5.5. Remove PVC smoke pipe
5.6. Remove sprinkler pipe and cap
5.7. Fire command high temperature composite liner or equivalent
5.8. Install concrete
