FA930423Q5003: USAF Test Pilot School Emerging Technology Course Q&A
1) The contractor shall perform the services in the PWS at the contractor's facilities.
a. Is coordination for on-campus housing at the base an option?
i. No
b. Does faculty experience need to be listed individually based upon person assuming role or can experience be listed based upon instructor title?
i. The Government desires to see the qualifications and experience of faculty that are being proposed to teach/lead the courses, not generic experience based on title.
c. What professional certifications and licensing are required?
i. The Government desires to see the experience and expertise of faculty that are being proposed to teach/lead the courses. There are no minimum professional certifications or licensing; however, evaluation criteria does include “Faculty experience, expertise, and qualifications”.
2) Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.
a. Is there an estimated time after the closing date funds are anticipated (since the contractor may have to start work prior to awards being distributed).
i. Funds will be available prior to awarding the contract and therefore prior to work commencing.
b. Does the contractor have to fall under NAICS 61110?
i. The correct NAICS is 611310 and yes
3) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
a. Brand new
4) We have a question regarding the anticipated location(s) of the course. Could you please confirm if this course must be held onsite at Edwards AFB, CA? Or may interested parties submit a proposal for this course to be held at other locations, such as an educational campus outside the State of California.
a. This course is not intended to be held at Edwards AFB, CA. The course must be held at the educational campus within the Continental US.
5) The Sam.gov notice states the Place of Performance is Edwards AFB, CA and the quote should include delivery terms FOB Destination Edwards AFB CA 93524. The RFQ states delivery terms FOB Destination Edwards AFB CA 93524 as well.
a. See above answer
6) However, the statement of work and the RFQ both contain the following requirements which state only that the course must be held at contractor's facilities/on-campus/or other military or commercial facilities as agreed upon during course curriculum design.
