Section B: Description of the Supplies/Services Required
1 each HG9900C1A-2020, HG9900 Inertial Measurement Unit (IMU), this IMU equipment is mission critical, and will support existing and future . It has a high accuracy sensor data that supports flight test missions at other programs of .
Section C: Justification for Soliciting from a Single Source or Brand Name
The unit that we are procuring will be used with the existing units that are currently being used in programs; e.g., programs. Because this unit is supporting legacy programs, it needs to be compatible with existing products. It needs to meet exact form, fit and function with existing products. Previous acquisitions were: FA9302-18-P-F010 and FA9302-19-P-1035.
The HG 9900 has an operating range of +/- 20g. It outputs two (2) message types: Message 3 and Message 4. Message 3 contains the TSPI and BIT information and is output at 300 Hz continuously. Message 4 contains unit information such as serial number, BIT and temperature. Message 4 is output at power up 10 times and then is suppressed. All data is output in SDLC format with a fixed address field. These are unique qualifications that no other known companies can currently meet and support.
Additionally, the multi-sensor optimal smoother estimation software (MOSES) post mission processing (PMP) tool can only process data from TSPI and systems using the Honeywell IMU units. The CRIIS TSPI system was developed by Test and Resource Management Center (TRMC) and is mandated by the Air Force as the next generation enterprise TSPI solution.
To replace or upgrade existing form, fit IMUs would require, not only identifying flight testing and replacing most units on at but would require a modification to the existing post mission processing software at a cost of greater than to identify and test new IMU units and would also take more than one year to upgrade the current software used. The duplicate cost could not be recovered through competition. The programs and TSPI team are seeking standardization of these test units in order to save time and man hours in training and cross-utilization across the AFTC test ranges.
These are unique qualifications that no other known companies can currently meet and support.
Section D: Efforts to Obtain Competition
Market research was performed by consulting knowledgeable individuals, both in government and other industries regarding the capabilities to meet the government's requirements. Research was conducted in the Institute of Navigation (ION) and at the RCC Electronic Trajectory Measurements Group (ETMG) communities.
Searched GSA Advantage, visited other sites where similar products were in use, questioned users of similar equipment purchased recently, used search engines including google.com, and contacted base supply and determined that these part numbers are not loaded or available through existing Air Force Inventory. Honeywell does not have authorized distributors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
We will continually perform our market research by attending various conferences, e.g., International Telemetring Conference (ITC) and International Engineering Association (ITEA). We will continue discussions with other engineering communities in other agencies inquiring about other acquisitions of same and similar products.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
