Section B: Description of the Supplies/Services Required

The 419th Bomber Test Program has a requirement for Hermetically Sealed Jam-Nut Pressure Bulkehead Feed-Through Connector Insert/Configurations. The items required are listed as follows:

Section C: Justification for Soliciting from a Single Source or Brand Name

The required items are manufactured by Glenair Inc.

These are highly specialized components to be utilized to modify and will add bulkhead feed-through connectors and additional system wiring to the Bomber aircraft. These will be to support the B-52 SU-1760 program.

The technical data and specifications for the feed-through connectors and wiring were designed and developed by 812 AITS/TENG Instrumentation Engineering with the connector specifications proprietary to the Glenair company. To redirect to different products other than Glenair would require: (1) new designs/drawings, (2) rewiring of the aircraft and (3) reconfiguration of aircraft as well as additional qualification testing in the display units for shock, vibration, explosive environment and electromagnetic compatibility/electromagnetic interference, (EMC/EMI). This would present significant duplication costs which is not in the best interest of the Government.

Section D: Efforts to Obtain Competition

419th and contracting performed extensive market research to locate alternate feed-through connectors. Market research indicated that there are no suitable brands of connectors that could meet the highly specialized requirements to support the B-52 program.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Engineers will continually perform market research; will attend various symposia; i.e., International Telemetry Conference (ITC), International Test and Evaluation Association (ITEA), and meet with other engineering community in other agencies.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
