A single source is required to maintain compatibility and consistency in operations. Additionally a new source would be cost prohibitive because it would require additional training, testing, impact the schedule and duplication of cost. A substantial duplication of cost to the Government that is not expected to be recovered through competition will happen if a new GPU is introduced to the existing fleet. This duplication of costs would yield a cost of in new GPU's. A total of 12 GPU's would have to be purchased to replace the existing GPU's currently being used to power systems.

The new GPU's being introduced to the fleet would cause unacceptable delays in fulfilling the agency's requirements. Approval of the new power unit process would take 12 to 18 months and would create a mission impact delay. Training would be impacted and a total cost of new training per year would yield an additional cost of $13,260.00 per year. This duplication of training cost would train 51 technicians in 4 hour classes with a new ground power unit. This GPU is not used to power the aircraft. It's specifically used to power the pod for use on the JSF. The requires fine and variable voltage adjustment for sensitive data collection.

This houses the primary data acquisition components for the mission systems test aircraft and serve as a key part of our flight test data collection capability. The Flight Test provide a structurally and environmentally protected housing for the flight test data acquisition system on the mission systems test aircraft during flight testing of all F-35 variants.

We require a "plug-and-play" solution with minimal impact on training, operations, servicing, and safety reviews.
