I. Contracting Activity.
The contracting organization that is responsible for the proposed contract action is the Air Force Test Center (AFTC), Directorate of Contracting, Enterprise Acquisition Division (PZIE), 5 South Wolfe Avenue, Edwards AFB, CA 93524-1185. The contracting officer is Tylan J. McBride. This is a Justification for Other than Full and Open Competition. The purchase request number for this contract action is F1STAB7117B001.
II. Nature and/or description of the action being processed.
The proposed action will result in a new Firm-Fixed Price (FFP) commercial contract. The proposed source is Teletronics Technology Corporation (TTC).

III. Description of supplies/services required to meet agency needs.
1. Multiplexer Assembly (5 I/O slots) with GPS time code and single internal recorder cartridge slot; 1 each

IV. Statutory authority permitting Other than Full and Open Competition.
The statutory authority permitting this action is 10 USC 2304(c)(1) which specifies that, "the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or service will satisfy the needs of the agency" as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(A).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Only one responsible source (FAR 6.302-1) - The acquisition is for highly specialized data acquisition equipment and services as described in para III above. The government's basic requirements can only be satisfied by highly specialized supplies or services available from a contractor who has subject matter experts that are both knowledgeable in HSDAS supply items and support services relative to them, and their integration. The initial investment in data acquisition began with TTC's HSDAS products. TTC's products have gone through significant environmental testing required for each program as well as air worthiness reviews prior to installation. Utilizing any other vendor's HSDAS would require the Air Force to scrap existing TTC systems and to re-accomplish aircraft data system modifications to acquire, build, install, test and qualify a completely new instrumentation system. Specific areas that made HSDAS highly specialized include size, weight, mechanical, electrical, electronic interface compatibility, software and programming compatibility, unique data measurement requirements, analog parameters, and ability to adapt to different size requirements from adding or removing modules from existing assemblies.
In addition, the existing technical data and specifications for these items were developed by TTC and are considered proprietary. For these reasons, the equipment being procured is highly specialized. Substantial duplication of cost to the government would occur and the costs could not be recovered through competition.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research efforts were performed by browsing through several Internet websites, Federal Supply Schedules, and by attending several conferences. However, at this time, because HSDAS is proprietary to TTC, they are the only known source that can satisfy the Government's requirement, and is the only source known that can guarantee fulfillment of compatibility and maintainability requirements.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated costs will be determined fair and reasonable based on comparison with open market prices for same or similar items or services, historical pricing, and information other than cost and pricing data. The program manager will provide a technical evaluation analyzing the proposed information.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by advising industry of the pending acquisition and soliciting inquiries from interested parties so that the government could evaluate and determine whether or not to conduct this acquisition on a competitive basis.
A Synposis of Contract Action (SOCA) describing our intent to solicit and negotiate, with only one source, under the authority cited herein, will be published in the FedBizOpps prior to soliciting TTC for a proposal. All responses received will be considered.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Descriptions suitable for full and open competition have not been developed and are not planned to

X. List of sources, if any, that expressed interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Future actions taken or planned to facilitate competition for this acquisition include participation in Central Test and Evaluation Investment Program (CTEIP). The AFTC is a major participant in a CTEIP program to develop networked enhanced telemetry instrumentation. The Telemetry Network System (TmNS) and iNet programs. The iNet program will develop network data exchange protocols and standards.
The actual vehicle network may offer a path to foster competition.
If the iNET program proceeds with standards development, and multiple vendors choose to offer instrumentation components that are iNET compliant, then it may be possible to integrate a vehicle instrumentation system using other vendors' components that can communicate up through the Transport (i.e. TCP/UDP) layer of the Open Systems Interconnection model, and possibly higher.
The TmNS effort yielded prototype hardware in 2015. Standards maturation, based on information learned in building the prototype instrumentation systems with these equipment, will continue for two to three years, after receipt. The time frame for mature TmNS systems/components to market is estimated at four to ten years.
While some operating compatibility may be achieved, most vendor HSDAS products continue to be incompatible physically (form, fit, electrical interface) and use proprietary components (software/ firmware, set-up software). Additionally, supporting more than one vendor's equipment will stress engineering resources to acquire and maintain expertise to design for, support, and troubleshoot multiple vendor components. Also, this will require multiple logistics support chains (spares, repair, retrofit) at the program and enterprise levels in order to properly support equipment sharing opportunities. There is a very low probability that multiple vendors' HSDAS components will ever become interoperable in the absence of an enforced industry or DOD standard. In essence, they can't be mixed and supported until they are an interchangeable commodity item. Thus, it is unlikely that more than a very small percentage of HSDAS components will be candidates for competition.
In addition to participating in the iNET development program, market research will continue throughout the contract period by attending trade shows, conferences and technical symposiums. If it is determined to be beneficial and competition becomes available, the government will use full and open competition for any future acquisition of this nature.
