I. Contracting Activity.
The Contracting organization that is responsible for the proposed contract action is the Air Force Test Center (AFTC), Directorate of Contracting, Flight Support Section. AFTC/PZIEB, 5 South Wolfe Avenue, Edwards AFB, CA 93524-1185. The Contracting Officer for this acquisition is Mr. Falilou Diouck This is an "Justification and Approval (J&A)". The purchase Request (PR) number for this action is

II. Nature and/or description of the action being processed.
This acquisition is anticipated to result in the award of a Firm Fixed Price contract. AT&T will provide DS-3 high speed Internet line for the JSF Operation Test Team, specifically the .
The period of performance for this effort is 02 December 2016 to 02 December 2021 for approximatly per year for five years. There are no anticipated changes in market conditions.

III. Description of supplies/services required to meet agency needs.
The purpose of this contract action is to provide continuing DS-3 high-speed Internet line to the Joint Strike Force.
DS3 connection link for . Includes initial installation, as well as recurring monthly costs for first year. An additional recurring payment for the following year, is listed as an option.

Total estimated value (Including Options): $243,958.80
The type of appropriation used for this requirement is 3600 Research and Development (R&D) Funds.
IV. Statutory authority permitting Other than Full and Open Competition.
This acquisition is conducted under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501(a)(1)
(ii) which allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Initial contact with Verizon resulted in no quotes, as a result AT&T was awarded the contract and set up a DS3 Line. Installation and Equipment have cost the government around $2,000.00. Re-competing this requirement will cost the government more and will not be a best value to the government.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Quote from AT&T was provided quickly and professionally. Attempts to get quotes from other sources was unsuccessful. Quote from AT&T is viable and appears to be market competitive. Contacts with Verizon resulted in no quotes being obtained.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer has determined that the anticipated costs will be determined to be fair and reasonable based on price analysis. The various price analysis methods that will be used will be comparing proposed prices to historical prices paid for the same or similar items, comparing similar types of labor or similar course offerings, etc.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Some Researches were conducted and ATT was called with the requirements, and a quote was requested.
The Response was quick and courteous. Additional Researches were conducted and Verizon was called with the requirements, and No quote was received.
NETCENTS2 does not have authorized vendors that can meet the product need. A waiver will be placed in the file to bypass the NETCENTS2 system and pursue the buy via open market.

IX. Any other facts supporting the use of Other Than Full and Open Competition.
The Equipment are installed and services are being provided, it would be both costly and unproductive to switch to competing vendor.
X. List of sources, if any, that expressed interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Due AT&T's ability to provide the DS3 Internet as required by the government, no actions are planned except continued market research to identify additional potential sources for future requirements which will be handled on a case-by-case basis using the Internet, technical publications, and attendance at technical conferences.
