I. Contracting Activity.

II. Nature and/or description of the action being processed.

This will be a new Firm Fixed Price (FFP) contract. This award will provide CAPSTONE support for the United States Air Force Test Pilots. This will be and Economically Disadvantaged Women Owned Small Business(EDWOSB) Set-Aside IAW FAR 19.1506(a) "A contracting officer shall consider a contract award to and EDWOSB concern on a sole source basis before considering small business set-asides.

III. Description of supplies/services required to meet agency needs.

This service will be to provide the necessary CAPSTONE support for the Test Pilot School. The United States Air Force (USAF) Test Pilot School (TPS) is a school of applied engineering, at which students learn to apply a multitude of engineering concepts throughout all aspects of aviation. Among the many capabilities acquired from a military Test Pilot School, graduates are taught to conduct a qualitative evaluation (QE) of a given aircraft in the context of a specific mission. To properly instruct students how to accomplish this task safely and effectively, TPS must expose them to a selection of aircraft with very diverse characteristics, capabilities, and missions. Available military aircraft are typically fairly advanced and generally have very robust systems with few significant discrepancies, so they are only able to fulfill a portion of the desired exposure. In order to provide access to a broader scope of aircraft characteristics, the USAF TPS QE program will obtain a variety of contract civilian aircraft along with properly qualified instructor pilots and maintainers. This contract is intended to provide Capstone QE support for up to two training deployments.

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c)(5), as implemented by FAR 6.302 (FAR 6.302-5(b)(7) as required by FAR 6.303-2(b)(4)), Sole source awards under the WOSB Program.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

An Industry Day for Qualitative Evaluation Management Services was held on 13 June 2016. During which, Classic Solutions Company responded. Classic Solutions Company is an EDWOSB, and was the only EDWOSB that responded to the RFI/ Industry Day. Classic Solutions Company is an economically disadvantage woman owned small business (EDWOSB) company that has the capability and connections to provide management services to acquire the required aircraft to meet the Capstone needs of the USAF Test Pilot School. Classic solutions currently has a contract that supplies subject matter experts to perform aircraft evaluations to the Test Pilot School. Per FAR regulation, an EDWOSB sole source award shall be considered before any other small business set-asides. Classic Solutions company is an EDWOSB that is fully capable of meeting TPS requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This award will be synopsized on FBO.gov IAW FAR 5.301(d), via a notice of contracting action for synopsis of intent to award a sole source contract. A redacted version of the approved J&A will be posted on FBO.gov within 14 days of award.

This will be a sole source award under the EDWOSB, this award will help boost the goals of the Small Business Program.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates that the CAPSTONE contract will be fair and reasonable and best value to the government based upon the following: the government will negotiate with CSC to maintain a fair and reasonable rate IAW the IGE and the thorough aviation knowledge from the TPS. An analysis will be made to prior CAPSTONE support contracts.

In addition, the proposed aircraft will also be evaluated against similar aircraft that TPS has utilized.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market Research was conducted for this requirement. An Industry Day/RFI for Qualitative Evaluation Management Service was held in June. From that, CSC responded. CSC also has a current contract for the TPS. A Small Business Dynamic search was performed to see if there were any other qualified EDWOSB's that could perform the required services; with that, no other EDWOSB appeared to have the knowledge that is necessary in order to perform on this CAPSTONE event.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

There are no additional facts.

X. List of sources, if any, that expressed interest in the acquisition.

There were no other EDWOSB that expressed interest in this acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

No actions to overcome any barriers are possible with an action of this type. This is a sole source award to a specific socioeconomic status. Market Research will continue to be done on requirements such as this to see if another EDWOSB enters the market.
