CONFIGURABLE POSITIONING & DATA ACQUISITION CONTROL SYSTEM (CPDACS) MANUFACTURED BY NSI-MI TECHNOLOGIES
STATEMENT OF WORK (SOW)
FOR THE PURCHASE OF A CONFIGURABLE POSITIONING & DATA ACQUISITION CONTROL SYSTEM (CPDACS) MANUFACTURED BY NSI-MI TECHNOLOGIES
412th Electronic Warfare Group/EWP Edwards AFB, CA

1. Description of Configurable Positioning & Data Acquisition Control System (CPDACS)
1.1 Introduction
This document outlines the requirement for the manufacturer to deliver, provide training, installation and demonstration of a CPDACS for the 412th Electronic Warfare Group, Edwards AFB, CA. and will consist of the following:
1.1.1 Equipment/Software
· One (1) each Part Number MI-55450D-FDS-LS, Azimuth/Elevation/Azimuth Positioner with dual speed synchro, limit switches
· One (1) each Part Number MI-53450FDS-LS, Azimuth/Elevation Positioner with dual speed, limit switches
· One (1) each of Part Number MI-644-M-013-CC1, Heavy Duty Floor Slide, 13 foot travel, cable management tray, modified for redeployment
· One (1) each Part Number MI-710C-739S, 3 axis, High Power Position Controller, Sequential Control, with 50 foot motor and feedback cables
· One (1) each MI-710C-761S, 6 axis, Medium Power Position Controller, Sequential Control, with 1 axis of 100 feet motor and feedback cables
· One(1) each Part Number MI-3003, Data Acquisition and Analysis Workstation with MI-3000 Arena Software
· One (1) each of Part Number MI-789 Acquisition Controller
· One (1) each (Qty 2) MI-710-AuxAC1 Aux module for field wound 3/4 HP motors, and (Qty 2) MI-710-AU06, six axis adapter units from D to B style wiring, which includes up to four (4) days of engineering time on site to assist with integration of MI-0710C with legacy positioners
· One (1) each additional MI-3000 software license (Acquisition and Analysis). Customer to install on GFE PC
· One (1) each of MI-3010-SW-02 Analysis SW for 2 PCs with Permanent License. Customer Installable on GFE PC
1.1.2 Services
· One (1) each of Training at MI Factory on MI-3000 operation, MI710C Tuning to include hardware setup and familiarization
· One (1) lot of Engineering and Program Management Services
· One (1) year of MI-3000 software support and maintenance which includes updates and phone support for two (2) MI-3000 licenses and MI-3010-SW-02 analysis only licenses
· One (1) each of Implement MI-3000/MI-789 Interface to Keysight "gold" switches for multiplexing up to 16 transmit channels and 8 receive channels which includes power supplies, adapter cables, engineering and checkout
· Shipping to Edwards AFB, CA
1.1.3 Spares
· One (1) each of Part Number MI-710C-761S Position Controller, 6 Axis Medium Power, Sequential Control, Synchro
· One (1) each of MI-710C-739S Position Controller, 3 Axis, High Power, Sequential Control, Synchro
· One (1) each of Part Number MI-789 Acquisition Controller
1.2 Scope
1.2.1 The manufacturer shall deliver a capability to perform the following. Unless otherwise specified the technical specifications are threshold values. :
Three-axis (Az/El/Az) high capacity load positioner (One (1) each Part Number MI-55450D-FDS-LS):
The three-axis positioner shall be capable of supporting heavy structures with appropriate mechanical connection points.
The three-axis positioner shall have a vertical load capacity up to 100,000 lbs.
The three-axis positioner shall have a bending moment capacity of 90,000 ft.-lbs. about the elevation axis.
In addition, the positioner shall meet or exceed the following requirements:
· Delivered Torque:
· Lower Azimuth: 18,000 ft.-lbs.
· Elevation: 90,000 ft.-lbs.
· Upper Azimuth: 18,000 ft.-lbs.
· Position Readout Accuracy:
· Lower Azimuth: 0.02 degrees
· Elevation: 0.05 degrees
· Upper Azimuth: 0.02 degrees
· Full load speed:
· Lower Azimuth: 0.5 RPM
· Elevation: 20 degrees/min.
· Upper Azimuth: 0.5 RPM
· Positioner Weight: < 11,000 lbs.
Two-axis (Az/El) high capacity load positioner (One (1) each Part Number MI-53450D-FDS-LS):
The two-axis positioner shall be capable of supporting a heavy structure with appropriate mechanical connection points.
The two-axis positioner shall have a vertical load capacity up to 100,000 lbs.
The two-axis positioner shall have a bending moment capacity of 90,000 ft.-lbs. about the elevation axis.
In addition, the positioner shall be able to meet or exceed the following requirements:
· Delivered Torque:
· Lower Azimuth: 18,000 ft.-lbs.
· Elevation: 90,000 ft.-lbs.
· Upper Azimuth: 18,000 ft.-lbs.
· Position Readout Accuracy:
· Lower Azimuth: 0.02 degrees
· Elevation: 0.05 degrees
· Upper Azimuth: 0.02 degrees
· Full load speed:
· Lower Azimuth: 0.5 RPM
· Elevation: 20 degrees/min.
· Upper Azimuth: 0.5 RPM
· Positioner Weight: < 7500 lbs.
High capacity linear floor slide rail (One (1) each of Part Number MI-644-M-013-CC1, Heavy Duty Floor Slide modified for redeployment):
The floor slide rail system shall support heavy structures and shall include a motorized floor slide that provides a minimum 13’ of travel and no more than 20’ of travel.
The floor slide rail system shall have a one-piece frame construction.
The floor slide rail shall have:
· Vertical Load Capacity: 72,000 lbs.
· Bending Moment Capacity: 142,000 lbs. about attachment point.
· Max speed: > 5 ft./min.
· Position Readout Accuracy: +/- 0.01 in.
· Width: < 72 in.
· Rails shall be corrosion coated and suitable for outdoor storage (as long as it does not interfere with the integrity or operation of the slide rail.
· Rails shall have the ability to be portable.
· Rails shall include all mounting hardware required for the rails to be anchored, removed and re-anchored in various positions.
Positioner Control (One (1) each Part Number MI-710C-739S, 3 axis, High Power Position Controller)
Note: Multiple controllers may be needed to satisfy requirements. The conglomerate of controllers will be referred to as the “controller system.”
· Controller system shall be capable of controlling and synchronizing up to 7 axes of motion in any programmed sequence (Objective: simultaneously).
· Controller system shall be capable of working in tandem with other positioner controllers to execute a test.
· Controller system shall accommodate control of both the three-axis and the two-axis positioners.
· Controller system shall have real-time feedback of positioner motion parameters.
· Controller system shall have a set of 50’ positioner cables to accommodate all seven axes of motion simultaneously.
· Controller system software shall provide the ability to tune the control loop in each positioner controller.
· Controller system shall support control of legacy MI-53300 positioners, including all adapter boxes and cabling required.
· Controller system shall come standard with advanced capabilities such as in the loop position error correction, modularity and upgradeability for future axes and amplifiers addition.
Slide Rail Controller (One (1) each MI-710C-761S, 6 axis, Medium Power Position Controller)
· The slide rail controller shall be capable of controlling and synchronizing the motion of the floor slide rail with the controller system in 1.2.5. (Objective: The slide rail positioner shall be part of the controller system in 1.2.5).
· The slide rail controller shall have a set of 100’ positioner cables for slide rail control.
· The slide rail controller shall come standard with advanced capabilities such as in the loop position error correction, modularity and upgradeability for future axes and amplifiers addition.
Acquisition Controller (One (1) each of Part Number MI-789 Acquisition Controller):
· The acquisition controller shall interface the acquisition software, positioning equipment, state switching, and data collection.
· Data acquisition software shall allow integration of Keysight precision network analyzer N5225A, 8364C, and PNA-X (N5242AS) as the measurement transmitter and receiver.
· The acquisition controller shall have the capability to control antenna beam state changes.
· The acquisition controller shall have the capability to switch RF paths using eight or more Keysight 85331B-201 Switch Control Units simultaneously, including all required adapters and cabling.
Data Acquisition and Analysis Workstation and Software (One (1) each Part Number MI-3003, Data Acquisition and Analysis Workstation with MI-3000 Arena Software):
· Vendor shall provide two licenses each of the data acquisition and analysis software.
· Data acquisition and analysis software shall include software maintenance and support.
· Data acquisition and analysis software shall be capable providing a non-proprietary data format.
1.2.8.1 Data Acquisition Software
· Data acquisition software shall be useable on multiple PCs with one instance at a time running.
· Data acquisition software shall support far-field antenna pattern measurement tests.
· Data acquisition software shall support operation of two or more positioner controllers at the same time.
· Data acquisition software shall store its data in an open, non-proprietary format.
· Data acquisition software shall provide a confirmation plot and log to give the operator real-time positioner diagnostic information.
· Data acquisition software shall allow an operator to select various channels and view real-time data collection status.
· Data acquisition software shall allow integration of Keysight precision network analyzer N5225A, 8364C, and PNA-X (N5242AS) as the measurement transmitter and receiver.
· Data acquisition software shall allow automated switching of RF transmission paths/channels.
· Data acquisition software shall allow the user to control the acquisition loop structure.
· Data acquisition software shall not retain data after the workstation is powered down.
1.2.8.2 Data Analysis Software
· Data analysis software shall be useable on multiple PCs with only one instance at a time running.
· Data analysis software shall support far-field antenna pattern analysis.
· Data analysis software shall allow calibration of antenna pattern data using all modern methods (e.g. gain substitution method, three antenna method and axial ratio).
· Data analysis software shall display data in a user-defined format.
· Data analysis software shall graph both two and three dimensional data.
1.2.8.3 Associated Computers
· The computer system associated with the CPDACS shall have the following in addition to the data acquisition and analysis described in 1.2.8:
· Operating System – Microsoft (MS) Windows 7
· Office Suite – MS Office Professional 2013
· Capability for removable hard drives
1.2.8.4 Computer Secure Content Automated Protocol (SCAP) scans
· The vendor shall allow for Secure Content Automated Protocol (SCAP) scan of the computer system(s) associated with the CPDACS one (1) to two (2) months prior to the Factory Acceptance Test (FAT). The event will follow the process listed below:
· The Air Force (AF) shall SCAP scan all computer systems that are part of the CPDACS and note the SCAP scan percentage achieved.
· Provide SCAP report to the vendor.
· The vendor shall update the computer system(s) with information stated in the SCAP report, with the exception of updates that are part of Department of Defense (DoD) and AF computer requirements such as “Classification Banners” and DoD/AF specific software requirements.
· Once the vendor has updated the computer system(s) the AF shall SCAP scan the computer system(s) a second time and note the difference in SCAP scan percentage from the original SCAP scan.
· Once the computer system(s) have been SCAP scanned twice the computer system will be considered as the original baseline for the computer system(s).
1.2.9 Engineering and Support Services
· The vendor shall provide engineering services to include, but not limited to the following:
· Modifying the slide rail so that it will be portable and able to be repositioned in the BAF on the “turn table”.
· The vendor shall implement MI-3000/MI-789 interface to Keysight ‘gold’ switches for multiplexing up to 16 Tx channels and eight (8) Rx channels.
· The MI-3000/MI-789 interface shall include the following:
· Power supplies
· Adapter cables
· Engineering and Checkout
· The Government will provide the Keysight switches and SCUs.
· The vendor shall provide One (1) year of MI-3000 software support and maintenance which includes updates and phone support for two (2) MI-3000 licenses and MI-3010-SW-02 analysis only licenses
1.3 Program Management
The vendor shall host design and integration procedure reviews via teleconference or in person for any non-Commercial Off the Shelf (COTS) engineering development efforts.
The vendor shall provide the following:
· User operation manuals
· System manuals
· Installation manuals
· Critical Spares recommendations
· Motion Controller programming manuals
· Equipment drawings and schematics
· Maintenance and calibration manuals
· System footprint of the equipment to include the mounting holes of the rails
· Dimensions (Height/Width/Length and Weight) of equipment
· Monthly Status Report
· Report, Record of Meeting/Minutes
· Engineering Change Proposal
· Interface Design Description
· Interface Control Document (ICD)
· Test Plan [Factory Acceptance Test (FAT)]
· Test Procedure [Factory Acceptance Test (FAT)]
· Test/Inspection Report
· Software User Manual
· Software User Manual [System Administrator's Manual]
· Software Programmer's Guide [Software Maintenance Manual]
· Engineering Manual [Operations and Maintenance Manual]
· Installation and Checkout Spares Listing [Spares List] to include a recommended Critical Spares listing
· Training Material
· Configuration Audit Summary Report and Certification
· Computer Software Product End Items
· Commercial Drawings/Models and Associated Lists The vendor shall notify the project manager, Zachary P. Taylor at 661-277-8680, in a timely manner concerning any issues that would adversely impact the manufactures ability to meet and satisfy the requirements of this SOW.
1.4 Packing and Shipping
The vendor shall prepare and deliver all equipment to 30 Hoglan Ave, Bldg. 1030, Benefield Anechoic Facility (BAF) Edwards AFB, Edwards CA. 93524.
1.5 Installation and test
The vendor shall conduct a FAT at the vendor’s facilities demonstrating that the system provides the capabilities required and will consist of the vendor’s standard FAT, but must include the following:
· Integrate the system in the factory
· Hook up the position controllers
· Check each position controller
1.5.2 The vendor shall be open to discussion if additional FAT requirements are requested.
1.6 Training
1.6.1 Training shall be conducted at the vendor’s facility and at the BAF as needed.
· Data Acquisition and Analysis Software Training (DAAST) – Four (4) to Five (5) days at the vendors following the FAT.
· Programming of data acquisition and analysis software
· Operation of data acquisition and analysis software
· Other standard training provided by the vendor
· Equipment Familiarization – Four (4) days at the vendors following the DAAST.
· Installation of equipment
· Calibration of equipment as required
· Routine maintenance of all equipment
· Other standard training provided by the vendor
