I. Contracting Activity.

The contracting organization that is responsible for the proposed contract action is the Air Force Test Center (AFTC), Directorate of Contracting, Enterprise Acquisition Branch (PZIEA), 5 South Wolfe Avenue, Edwards AFB CA 93524-1185.

The contracting officer for this acquisition is Mr. Charles C. McKinley. This is a Justification for Other than Full and Open Competition. The purchase request number for this action is F1S0AE6083B001.

II. Nature and/or description of the action being processed.

The proposed action will result in a new Firm-Fixed Price (FFP), commercial contract. The proposed source is:

III. Description of supplies/services required to meet agency needs.

The transportable mobile monitoring and direction finding instrumentation equipment system is needed for protection of the 412th Test Wing telemetry receiving systems from RF interference. The following defines the government's requirement for one Transportable Mobile Monitoring and Direction Finding Instrumentation Equipment System:

Spectrum Management Monitoring and Direction Finding Instrumentation Equipment System shall consist of Commercial off-the-shelf (COTS) equipment procured as a turn-key system capable of the following:

- Manned-Mobile Radio Frequency (RF) Spectrum Monitoring and Direction Finding.

- Unmanned-transportable Radio Frequency (RF) Spectrum Monitoring and Direction Finding, Unmanned-Fixed Radio Frequency (RF) Spectrum Monitoring and Direction Finding, and Unmanned-Fixed Radio Frequency (RF) Spectrum Monitoring.

- Must have the ability to conduct site surveys, side by side system evaluations, and temporary test locations with other systems for determination at the following locations: Edwards AFB, Eglin AFB, Utah Test Training Range (UTIR), Hill AFB, Nevada Test Training Range (NTIR), Nellis AFB, Vandenberg AFB, China Lake/Pt Mugu NAWCWD and Pt Mugu to ensure it meets mission needs of all locations.

Under the contemplated contract, CRFS Inc will provide commercial Mobile Communications Tower, Monitoring and DF 10MHz-8GHz (upgradeable to 18GHz), including the following:

This is a “no-year” Non-appropriated money; however, for this purpose, FM is treating it as 3600 funding. Estimated delivery is

20 WARO.

IV. Statutory authority permitting Other than Full and Open Competition.

The statutory authority permitting this action is 41 USC 1901(a)(2) which specifies “to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors, the Federal Acquisition Regulation shall provide for special simplified procedures for purchases of property and services for amounts--greater than the simplified acquisition threshold but not greater than $5,000,000 for which the contracting officer reasonably expects, based on the nature of the property or services sought and on market research, that offers will include only commercial items." as implemented by Federal Acquisition Regulation (FAR) 13.501(a)(1).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This product will be used for future DoD requirements, e.g. Edwards AFB, Eglin AFB and other DoD agencies.

a. (FAR 13.501) - This acquisition is for specialized spectrum monitoring / measurement equipment and services as described in Para III above. The government's basic requirements can only be satisfied by highly specialized supplies or services available from a contractor who has subject matter experts that are knowledgeable in supply and support services relative to this program.

CRFS, Inc. did meet the Governments' requirements and as a result it is recommended that this unit(s) be acquired for further evaluation for eventual use on all DoD Test Ranges.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A Request for Information (RFI) was posted on 15 March 2016 for 15 days. The description included hardware, software, technical and administrative support. The synopsis request yielded responses from four companies: , CRFS Incorporation, and Each response was screened by reviewing technical literature of the product information furnished. Technical evaluation and subsequent discussions determined the firm(s) and CRFS provided solutions that could potentially meet the governments requirement and that the firm(s) and could not meet the requirements outlined in the synopsis.

Technical evaluation of could meet many of the requirements, however; they had additional specifications/requirements that are also critical/key to spectrum monitoring/direction finding which the government intends to pursue through another sole source acquisition.

Technical evaluation of did not meet Government requirements. The response described software suites of generic RF/DF sensing capabilities. did not provide any technical information, data, description of the hardware required for a Transportable Mobile Monitoring and Direction Finding Instrumentation Equipment System to produce rapid detection, FOR OFFICIAL USE ONLY

Technical evaluation of did not meet Government requirements. The response showed hardware is a wireless encryptor/cellular device that provides real-time and near real-time classified information dissemination at tactical edge and not a transportable mobile monitoring and direction finding instrumentation equipment system that provides rapid detection, real-time acquisition, analysis and resolution of the electromagnetic spectrum. The response showed hardware with insufficient capabilities and lack of subject experience.

The technical evaluation determined that these company's experience was not in producing rapid detection, real-time acquisition, analysis and resolution systems.

In addition, CRFS Incorporated satisfied the Governments' requirements and as a result it is recommended that this unit(s) be acquired for further evaluation for eventual use on all DoD Test Ranges with the following specific features:

A synopsis will be posted in accordance with FAR 5.201

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated prices will be determined fair and reasonable based on comparison with open market prices for same or similar items or services. current price lists and catalogs, and comparison of the proposed prices with prices found reasonable on previous purchases.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. The synopsis solicited industry, so that the government could evaluate and determine whether or not to conduct this acquisition on a competitive basis.

Sources were asked to provide or demonstrate hardware with form, fit, and functionality comparable to those listed in the RFI..

In addition, a combined synopsis/solicitation describing our intent to solicit and negotiate, with only one source, under the authority cited herein, will be published in FedBizOpps. All responses received will be considered. The following are results of

1. Off-site visits:

- Aberdeen Proving Ground, Maryland - The Aberdeen Proving Ground has a current CRFS equipment; they did a demonstration on the product's capabilities, as well as open discussion. On this site visit, no decision was made; evaluation was still in progress.

- Rohde & Schwarz, Columbia, Maryland - The company provided demonstration explanation on their current suite of products and capabilities.

- Industry Day, Range Commander's Council, Frequency Management Group (FMG), Port Hueneme, CA - Rohde & Schwarz, CRFS and TCI provided demonstration of respective mobile systems, presentations, capabilities and each company allowed "user hands-on" interactions to demonstrate use of each of their systems.

- Edwards AFB, CA - Demo of TCI, CRFS and Rohde & Schwarz companies - Actual demonstration and evaluation of respective systems were conducted under the premise of actual environment dynamics.

2. Posted Request for Information (RFI) in Federal Business Opportunities (FBO) from 15 Mar 2016 to 30 Mar 2016.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Market research will continue throughout the contract period by attending trade shows, conferences and technical symposiums. If it is determined to be beneficial and competition becomes available, the government will use full and open completion for any future acquisition.
