1. DESCRIPTION OF WORK. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to install vertical storage system. Pricing will include procurement, manufacturing, freight, and factory certified installation of the Vertical Storage System in building 1207 room 110A. Vertical Storage System must be secured to existing concrete floor (slab) to industrial standards. Contractor must connect Vertical Storage System to existing electrical power (240V) source to operate.

1.1. BASIC WORK. Install vertical storage system at building 1207 room 110A.

1.2. SPECIAL REQUIREMENTS. In order for the vertical storage system to fit in the required area the dimensions must be 130” H x 139” W x 101” D. Contractor shall possess class B contractor’s license in order to self-perform or sub contract all aspects of installation. The vertical storage system must include the following options to make this a complete turn-key storage system;

a) Color touch screen operator console

b) 29 rotating trays with dividers and partitions

c) A completely enclosed motorized storage

d) Integrated inventory management software for inventory control

e) Easy to use computerized controller to ensure fast and simple operations

f) Computer for standalone workstation

g) Software on-site installation and training

h) Mechanical installation and training

i) Able to print inventory reports to excel files (standalone)

j) Line conditioner required for backup generator power

k) Wireless bar code reader

l) Alphanumeric LED bar (internal delivery)

m) Five year extended warranty, preventive maintenance and service agreement will be included.

2. WORK SUMMARY.

Vertical Storage System must be secured to existing concrete floor (slab) to industrial standards.

Contractor must connect Vertical Storage System to existing electrical power (240V) source to operate.

3. GENERAL INFORMATION.

3.1. Security Requirements. The contractor shall supply a list of all personnel who will be accessing Edwards AFB for this project to be pre-vetted by the Security Forces. Anyone with an outstanding warrant will be denied access and detained for law enforcement.

3.1.1. On the date of arrival an individual from the 412 MAINTENANCE GROUP will meet the contractor at the West Gate and escort them to building 1207. Once access is gained a one-week pass will be issued to the contractor.

3.2. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.

3.2.1. Key Control. No keys will be issued to the contractor.

4. HOURS OF OPERATION.

4.1. Normal Hours of Operation. The contractor shall perform the work required under this contract during the following hours: MON - FRI, 0700-1600, EXCEPT FEDERAL HOLIDAYS.

The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

4.2. Recognized Holidays. The contractor is not required to provide WORK on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

5. CONSERVATION OF UTILITIES.

The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:

5.1 Lights shall be used only in areas where and when work is actually being performed.

5.2 Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized.

5.3 Water faucets or valves shall be turned off after the required use has been accomplished.

5.4 Government telephones shall be used only for official government business.

6. SAFETY REQUIREMENTS. In performing work under this contract, the contractor shall:

6.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

6.2 Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes.

6.3. Develop and provide at the start of the orientation period or the start of the first operational performance period a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

6.4 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

6.5 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

6.6 Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

6.7 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

6.8 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

6.9 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

7. PERSONNEL ACCESS:

U.S. Citizenship is required to work in the area unescorted.

The 412 SFS/S5X and Base Security Offices will require a list of all contractor personnel who will be working on the site. The contractor must submit the following information, not less than 72 hours of the date in which work is to begin.

8. VEHICLE ACCESS

Vehicles necessary within the complex must display a company logo and the contractor must provide a list of vehicle make and license numbers. All vehicles are to remain in the area of the designated travel and work-site and under escort at all times while within the MSA.

9. POST-INSTALLATION CLEANUP

The contractor shall remove and clean up all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, or ant vestiges of construction resulting from this contract, upon completion of work as directed by the facility manager. The contractor is responsible for maintaining a litter control program which shall consist of supplying an adequate number of covered trash and littler receptacles in all appropriate locations while performing their duties at the work site.
