ETF C-Plant, C-ES New Electric Actuated Valve Operators Statement of Work
For ETF C-Plant, C-ES, Arnold AFB, Tennessee
Project/Activity: 14567/B775-6200 Sub Project ID 411
1.0 Background/Introduction. The AEDC ETF C-Plant, C-Exhaust Side Process Air requires replacement of 18 old and obsolete electric actuated valve operators with new modern ones.
The valves requiring the new operators are AV.E111.1 thru AV.E114.1, AV.E121.1 thru AV.E124.1, AV.E211.1 thru AV.E213.1, AV.E311.1, AV.E.1, AV.E.3, AV.E.6, AV.E.7, AV.E.8, and AV.E.9.
2.0 Scope of Task. This requirement is for the procurement of 18 EA direct replacement electric actuated valve operators (includes electric actuators and gear boxes as assemblies) for the AEDC’s Engine Test Facility (ETF) C-Plant, C-Exhaust Side Process Air Configuration Valves on project 00014567. The electric actuated valve operators are direct replacement for existing valve operators. The electric actuated valve operators are used to position process air configuration valves for the ETF C Plant, C-Exhaust Side to support altitude jet engine testing in C1 and C2 test cells.
3.0 Requirements. The contractor shall provide the following electric actuated valve operators (Electric actuators and gear boxes as assemblies):

Original Valve Item Numbers: 35, 36, 37, and 38 This covers valves AV.E111.1 thru AV.E114.1, AV.E121.1 through AV.E124.1, AV.E211.1 thru AV.E213.1, AV.E311.1, and AV.E.6 Actuator & Gearbox Assembly, Replacement, for existing 156" butterfly valves. Weatherproof electric actuator suitable for operation on 3/60/460 Volt power supply close-coupled to a weatherproof self-locking quarter-turn gearbox with bronze gearing. The actuator shall include an integral reversing contactor that shall be mechanically and electrically interlocked to prevent simultaneous energizing of the open and close coils. The control module shall also include an auto reversal delay to inhibit high current surges caused by rapid motor reversals. A Phase Correction circuit shall be included to correct motor rotation faults caused by incorrect site wiring. The phase correction circuit shall also detect the loss of a phase and disable operation to prevent motor damage. The actuator assembly shall contain infra-red capable components.
The actuator shall be controlled by an input signal of 24VDC with a jog capability on open and close commands. The stroke time shall be 60 seconds +/- 20% for 90° travel. The actuator shall be supplied with the following standard features: an absolute optical position encoder with 1 degree angular resolution, redundant position sensing circuits designed for Built-In-Self-Test [BIST] and analog position transmitter providing a 4-20 mAmp output signal proportional to the valve position. Each of the position sensing circuits shall be redundant permitting up to 50% fault tolerance before the position is incorrectly reported., torque sensing device, non-intrusive and externally programmable setup, padlockable declutch lever, separate termination chamber, plug in connectors, 3 power terminals and 24 (including 4 spare) control terminals, “yes”/”no” or “accept”/”reject” responses to setup questions, NO BATTERY BACKUP required, 4 latched status contacts rated at 125VAC, 0.5A and 30VDC, 2 amps shall be provided for remote indication of valve position, configured as 1-N/O and 1-N/C for both the open and closed positions, LCD display, NEMA 4 weatherproof enclosure, standard side-mounted hand wheel with a maximum of 35 lbf rim pull to operate, Bore & Keyway machining with 2 keyways to match existing stem, adaption to match existing mounting pad.
The Assembly shall meet or exceed the Minimum Specified Torque stated in the attached Exhaust Side Compressor Isolation Valve Specs spreadsheet. Hand wheel shall be orientated in a convenient and ergonomic position for manual operation. All items/components shall be new and unused and shall not be after-market parts. Vendor is responsible for confirming installation clearances, bore diameter, key dimensions, stem dimensions, and mounting flange dimensions and orientation shown on attached Exhaust Side Compressor Isolation Valve Specs spreadsheet and reference drawings. Vendor shall supply 1 complete hard copy and 1 complete electronic copy on CD in .pdf file format of IOM Manuals including component manuals and/or specification sheets, mechanical assembly drawings identifying all components including a complete BOM having full component descriptions i.e. threaded fasteners shall include style, thread size, threads per inch, thread class, length, material and grade also standard commercial o-rings shall include series, size, compound, and durometer; and electrical schematics specific to the valve operators supplied. Weatherproof electric actuator suitable for operation on 3/60/460 Volt power supply close-coupled to a weatherproof self-locking quarter-turn gearbox with bronze gearing. Weatherproof electric actuator suitable for operation on 3/60/460 Volt power supply close-coupled to a weatherproof self-locking quarter-turn gearbox with bronze gearing. The actuator shall include an integral reversing contactor that shall be mechanically and electrically interlocked to prevent simultaneous energizing of the open and close coils.
