I. Contracting Activity.

II. Nature and/or description of the action being processed.

This justification is for new firm-fixed price brand name requirement for a FUR IR Flow Visualization Camera System.

The specific make and model camera hardware called out in the referenced requisition is required due to the requirements that the production system have the following properties: (1) compatibility between cameras of all lens/mount/physical-support options, (2) interchangeability of cameras at each cart mount point to reduce complexity of the data communication infrastructure, and (3) the software acquisition and data processing system is designed around a single camera brand.

AEDC is implementing a new infrared (IR) flow visualization capability (project 15018/15017) to meet customer requirements and to exceed competing facilities' capabilities. The project initially bought 4 of the planned 9 IR cameras in 2017 to meet customer testing requirements. The specific make and model of hardware bought in 2017 was determined on: (1) the findings from an AEDC funded technology effort over 2015-2017 to prototype the IR capability (project 10509/13717), and

(2) market and research by searching for manufacturers of scientific IR cameras on the internet and through reviews of scientific publications/journals.

Initially, AEDC funded a technology effort (project 10509/13717) that started in FY 2015 to investigate a new IR flow visualization capability. The output of that effort was a proof-of-concept prototype system that included a characterization of the different makes/models and types of IR cameras as used in wind tunnel applications.

The results of the technology effort was applied during FY 2016-2017 to start project 15018/15017 to implement a production-quality IR flow visualization capability in 16T. During the first year of effort, a prototype of a complete IR visualization system was developed (implementing data acquisition/storage hardware, data acquisition software, and data processing algorithms) utilizing the IR camera delivered initially as the proof-of-concept prototype under projects 10509/13717.

The system design was validated and operated successfully during the Air-On Validation of the Data Acquisition System for the 16T HAAS Cart checkout test (project 13938) in December 2017.

Lessons learned leading up to and during the December checkout lead to specific technical requirements for the IR cameras to be used in the production-level system. All lR cameras were required to be identical (same make/model) in order to support: (1) compatibility between cameras of all lens/mount/physical-support options, (2) interchangeability of cameras at each cart mount point to reduce complexity of the data communication infrastructure, and (3) the software acquisition and data processing system is designed around a single camera brand.

During FY 2016/2017 the camera vendor/model was selected to be FUR X8503sc, and 4 of the planned 9 cameras were purchased to: (1) to evaluate the ability for a 4-camera design to meet the optical coverage requirements of the 16T flow visualization system, and (2) support a specific RBA customer test in FY 2018.

Implementation of the 4-camera production system (including acquisition hardware, acquisition software, processing software) during early FY2018 lead to the observation that additional cameras

Consistent with the original technical design requirements listed previously (identical camera lenses/mounts, data communication infrastructure, and acquisition software design), the specific make and model hardware called out in the referenced requisition is required for the remaining 5 IR cameras.

Ill. Description of supplies/services required to meet agency needs.

The specific make and model hardware called out in the referenced requisition is the only hardware compatible with transitioning the current 4-camera production system to a 9-camera production system that would not require most of the work performed over the three year implementation effort to be repeated.

The design of the IR flow visualization system lead to the technical requirement that the IR camera array consist of all identical cameras (same make/model) in order to support: (1) compatibility between cameras of all lens/mount/physical-support options, (2) interchangeability of cameras at each cart mount point to reduce complexity of the data communication infrastructure, and (3) the software acquisition and data processing system is designed around a single uniform data stream from each camera.

If different make/model hardware is bought, then the system design, software design, 16T cart mount design, and data processing algorithms have to be redesigned and/or extensively modified to accommodate having different cameras (e.g. physical size, image resolution, communication protocol, electrical/cooling requirements, etc.) operating simultaneously in the IR flow visualization camera array.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The AEDC technology effort to develop a new IR flow visualization capability performed market research by searching for manufacturers of scientific IR cameras on the internet and through reviews of scientific publications/journals. The only hardware brand identified that met all required characteristics and specifications were the FUR camera systems used in the subsequent prototype.

Software for control, data acquisition and data analysis has been developed. The integrated systems performance has been designed based on this characterization and the system design of a camera array consisting of identical cameras. Different cameras than specified in the requirement would require significant redesign and and modification of the current 4-camera production system.

In addition to the market research detailed above, a sources sought notice was posted on 15 January 2019 to Federal Business Opportunities (FBO) - (see Para VIII for further details).

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This effort will be competed amongst FLIR and its authorized resellers, resulting in adequate price competition in accordance with FAR 13.106-3(a)(1 ).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The market research described herein was performed as part of the initial procurement of cameras I lenses in FY16. Additionally, market research was conducted to verify no changes were made in 2018-2019. IT was concluded that FLIR cameras are the only items capable to meet the Government's need.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

A Sources Sought notice was posted to FBO on 14 January 2019 with responses due 22 January 2019. AEDC received three responses. The three interested vendors were Major Innovations, Infrared Imaging, LLC, and Unity Defense System. Major Innovations is a supplier or FLIR cameras and is able to meet the requirement. lnfared Imaging, LLC provide a suggested camera that does interface with the IR Flow Visualization System. Unity Defense Systems did not provide any details regarding capability to interface with the system.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Government will continue to survey the market in attempt to remove barriers in with future procurements.
