Section B: Description of the Supplies/Services Required

This required services request has multiple tasks. Those tasks are as follows: Non-Destructive Inspection (NDI) on a sample blade piece; flat-wise tensile specimens taken (4 min) at areas selected based on the results of the NDI; inspection of failure surfaces and any chemical testing of the bond-line; and burn off testing of shell segments to look at laminate quality. Based the results these tasks, testing including NDI and flat-wise tensile testing will be conducted on a single full blade. It is estimated that these tasks will take 6 weeks to complete from contract award. Upon acceptance of the results of the tasks above and the reports received, the Government may choose to exercise additional options to perform inspections and testing on other blades to determine the structural integrity of the blades to be able to continue running the tunnel.

Section C: Justification for Soliciting from a Single Source or Brand Name

16S is scheduled to run a test in August of 2019. Compressor 3 is essential to this test. AEDC hazard analysis shows high risk for the C3 blades. In order to meet this need, non-destructive inspections and testing of the C3 blades in their current condition is required. In order to meet the urgent schedule requirements and support the August 2019 customer test, a company which has familiarity with blade structures, Non-Destructive inspection, and material testing at one facility is required. The National Institute for Aviation Research (NIAR) has been a part of the 16T compressor blade project and is uniquely qualified to perform this work in a timely manner. NIAR has all of the above capabilities as well as unique image processing which allows for better visualization of the inspections for enhanced quality. They are also a unique facility which has worked with aging aircraft and are highly competent in assessing structural suitability of metal and composite structures. Following the completion of the tasks described in Section B, AEDC TSSA will develop a risk reduction procedure and a tunnel monitoring plan for the 16S C3 Blades. These procedure must also be implemented prior to the initial 16S test. In order to meet this schedule it is critical that work begin on the Section B items as soon as possible.

Section D: Efforts to Obtain Competition

AEDC has conducted market research for other similar efforts for 16T compressor and NFAC fan blade. NIAR has demonstrated a quality inspection and is highly capable. In addition they are able to meet our schedule. In 2013 AFRL performed some inspections on these blades, but due to the uncertainties an independent assessment is required. Therefore, AFRL is not an option this time. Another possible facility that AEDC considered is Warner Robbins AFB, but due to their current work load they are unable to support this effort to meet our schedule. The Government team also visited an Army facility in Virginia in September of 2018 but the team has no confidence that this facility could conduct this type of testing.
