Section B: Description of the Supplies/Services Required

This purchase is for a set of spare plane babbitt bearings for the four 4160V Westinghouse motors in operation in the Tunnel 9 vacuum compressor plant. Currently there are no spare motor bearings. If one should be damaged for any reason the plant will not be able to support operations until replacements are available which could be weeks to months depending on the damage.

Plane babbitt bearings are by nature wear parts. Spares will allow for Tunnel 9 to change the bearings and send the damaged ones for repair, reducing down time to a few days at most. Only four spares are needed as some compressors have interchangeable parts.

The purchase is to be made from TECO-Westinghouse Motor Company 5100N. IH-35, Round Rock, TX 7681. The items to be purchased are one (1) 8x16 bearing, one(1) 6x12 bearing, one(1) 5x10 bearing, and one (1)4x8 bearing.

Section C: Justification for Soliciting from a Single Source or Brand Name

The spare bearings must be exact replicas of the bearings currently in use to ensure interoperability. These motors are original Westinghouse design and thus the current OEM (TECO-Westinghouse) is the only manufacturer with the drawings and specifications to remake these bearings to match the housings and the bearings Tunnel 9 is using.

Section D: Efforts to Obtain Competition

Westinghouse considers their drawings proprietary, therefore they are the only manufacturer that can match the original Westinghouse parts. Market research was conducted to verify in the attempt to obtain competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research will continue to be conducted to assist is finding additional sources. However, due to the influence of proprietary specifications, it is not expected that future sole source awards will be prevented.
