1. SCOPE OF WORK
This effort is for fabrication of twenty-one (21) dummy 5-percent-scale store models. The stores are designated GBU-39/B. The dummy store models shall have fins and tails in the stowed position. It is expected the stores will be created using a “Direct Metal Melting”-type process to achieve model fidelity, cost, and schedule goals.
1.1 Deliverables for this fabrication effort include:
A. Twenty one (21) dummy store models B. 3-D CAD geometry file of item A C. Individual model inspection reports
2. REFERENCES
Fabrication shall conform to AEDC-provided 3D CAD geometry files and the publications listed below.
2.1 AEDC Codes and Standards (provided upon request):
2.2 GBU-39/B 3D CAD geometry file, provided by AEDC, in “.stp” file format.
3. FABRICATION REQUIREMENTS
3.1 General:
3.1.1 The Contractor is responsible for the professional quality, technical accuracy, and the coordination of all design, drawings, and other services furnished. The Contractor shall, without additional compensation, correct or revise any errors, deficiencies, or inadequacies.
3.1.2 Neither Contractor’s review, approval, or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract, and the Contractor shall remain liable to the government in accordance with applicable law for all damages to the government caused by the contractor’s negligent performance of any of the services furnished under this contract.
3.2 Drawing Requirements:
Drawings shall be complete, and show all physical work to be accomplished.
3.3 Technical Requirements:
3.3.1 Fabricate twenty-one (21) dummy wind tunnel store models using OML geometry in CAD files provided by the government. The dummy store models shall have fins and tails in the stowed position.
Sketches of the stores are depicted in Figures 1 and 2.
3.3.2 Completed models will be used in an environment as indicated by conditions listed in Table 1.
3.3.3 Model anticipated total loads are as indicated in Table 2.
3.3.4 Using a DMM-type process, the models shall be constructed of appropriate materials (e.g. 13-8, 15-5, & 17-4 stainless steels or titanium (preferred)) to maximize safety factor margin while in use.
3.3.5 Model construction shall be accomplished in such manner to minimize voids and internal residual stresses, and maximize material strength to approach that of traditional materials. This implies and requires a very fine (0.002” – 0.004”) build layer thickness.
3.3.6 For structural integrity, dummy store tail fins may be thickened slightly or planar versus contoured. Fins shall be fabricated as one piece with the body.
3.3.7 Dummy store models shall bolt to the suspension model hardware using the AEDC-prescribed bolt pattern that consists of two (2) socket-head cap screws spaced 0.70 inches apart with the forward bolt 1.330 inches aft of the store nose. (See AEDC-provided 3D CAD geometry file for details.)
3.3.8 Store models’ OML should be about ±0.005 inches of AEDC-provided contour.
3.3.9 Store model OML surface roughness (RHR) shall be ≤63. Store model internal “fit” surface roughness shall be ≤32. Refer to Tables 3 and 4.
3.3.10 All models shall be electrically conductive.
3.3.11 Individual models shall be distinguished by permanent etching of a unique, sequential part number (e.g. GBU-39/A-001, GBU-30/A-002, etc) on the body using a readily-legible size font.
3.3.12 Minimize the potential for component failures that result in liberations into the airstream (foreign objects) that may ultimately result in foreign object damage (FOD). Small protuberances shall be fabricated as part of the model versus “glued”. No use of “safety wire” and/or “tweezer welding” on model assemblies will be accepted.
3.3.13 All fabrication material shall be provided by the Contractor.
3.3.14 Submit detailed individual model inspection reports at final delivery.
Report should include a verification of drawing dimensions within acceptable tolerances per Ref. ASME-Y14.5 of above technical requirements.
3.3.15 Convene, at government discretion, an optional “Model Pre- Acceptance” meeting at Contractor’s facility, after fabrication is complete, and prior to delivery of models to the government.
3.3.16 A follow-up model hardware inspection will be accomplished by the government, upon receipt of hardware from Contractor, to conclude acceptance testing.
3.3.17 Model design, fabrication, and delivery to the government are required NO LATER THAN 1 December 2017. An earlier delivery is acceptable. (See Table 5 for project timeline)
3.4 Coordination and Execution of Work:
3.4.1 Record Drawings: The Contractor shall be responsible for verifying the as-built conditions, as well as all interfaces between new and existing hardware.
3.4.2 The Contractor shall furnish technical support and project status reporting as requested. Periodic telecoms or appropriately restricted website presentations shall be employed to improve communications and effectiveness.
3.5 Submittal Schedule:
3.5.1 Included in the quote, the vendor will provide examples of similar past work. This also includes alternative methods not envisioned within this statement of work (SOW), lessons learned, industry best practices, etc.
3.5.2 The dummy models are expected to become a part of a long-term inventory. Dimensional stability and durability are key attributes.
How these goals will be met must be explained in the response.
3.5.3 Changes to the provided geometry is permissible to close voids or eliminate small features that otherwise cannot survive the manufacturing process. Such alterations shall be brought to the attention of the AEDC technical PoC for review and consent prior to manufacture.
