I. Contracting Activity.
Contracting Agency: Air Force Material Command; Contracting Activity, AFTC/PZI (Arnold). Justification for Other Than Full and Open Competition. Purchase Request Number: F1EEDF6105A00
II. Nature and/or description of the action being processed.
Arnold Engineering Development Complex (AEDC) requires an instrumented Aerodynamic Interface Plane (AIP), a Mass-Flow Measurement/Throttling Systems, and Ejector Systems for testing pressure distortion caused by air flowing from the aircraft's inlet to the turbine engine face. This system will be used for subscale aircraft engine model testing and will simulate the effects of an actual engine on the model. The system will do this by varying the amount of air flowing through the inlet by moving a plug (similar to a door). The more open the mass flow plug, the more air goes through. The amount of air is measured in pound mass per second (lbm/sec) and is referred to as mass flow throughout this document. The ejector creates a low pressure environment behind the mass flow plug this environment causes a sucking effect through the system. The pressure rakes will hold the high response pressure instrumentation (transducers) in place. To ensure the entire engine face has been mapped for pressure distortion, These high sample rate pressure transducers must be accurate in both the constant pressure plus oscillating pressure mode, and in oscillating pressure only mode (known as DC and AC coupled modes).
III. Description of supplies/services required to meet agency needs.
Under the contemplated contract Aircraft Research Associated, Ltd. (ARA) will provide to Air Force Arnold Engineering Development Complex (AEDC) air mass flow metering systems capable of measuring and controlling mass flow

(ARA), a United Kingdom based company is the only company capable of providing this integrated system.
Note: Kulite Semiconductor Products, Inc. (Kulite) will build a major component of the mass flow systems

IV. Statutory authority permitting Other than Full and Open Competition.
10 USC 2304(c)(1) as implemented by FAR 6.302-1, required by FAR 6.303-2(b)(4).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
ARA is the only company willing to build the mass flow systems. ARA has a history of designing and building mass flow systems, along with the calibration facilities and expertise necessary to calibrate the mass flow systems.
Essentially these are one of a kind devices; and ARA is the only company that manufactures and is willing to sell their product. ARA has a history of building these devices that perform very efficiently
These devices are extremely robust in their design and can last for decades ARA has both the capability of running computational fluid dynamics (CFD) to ensure the design will meet the mass flow requirements, and the machining equipment to execute the CFD verified design. ARA has built many mass flow systems for customers over the decades.
The new mass flow systems will replace the current mass flow systems
Reynolds number affects can cause subscale (less than 100% scale) to full scale data inaccuracies. The lower the percentage of the scale model, the higher the data inaccuracies exist between full and less than full scale models.
Additional searching of AEDC records turned up blue prints from old mass flow systems used on past programs. The company identified on the blue prints for the mass flow systems was This company was bought by and is no longer is in the business of building mass flow systems. ARA was the only company that responded to the RFI on FedBizOpps.
For high response pressure traducers Kulite is the only company that can produce the required miniature pressure transducers. Other companies were contacted via their websites or by phone;
. After discussion with these companies it was determined that no one other than Kulite could meet the requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A sources sought synopsis was issued on 17 December 2015 with a response date of 21 January 2016. Only one firm, ARA responded to the sources sought synopsis. In addition to the sources sought synopsis, AEDC contacted our list of customers that use mass flow systems and asked for additional information regarding companies that could build mass flow systems.
Several of the companies contacted build their own mass flow systems, however they did not express any interest in building mass flow systems for sale to AEDC. Additionally current mass flow systems used by these companies do not meet the requirements set out by the sources sought synopsis. To this end, the companies that do build their own mass flow systems would have to redesign their current mass flow systems design.
ARA currently has designs capable of meeting the source sought synopsis design.
As required by FAR 5.203(a) an additional sources sought synopsis will be published at least 15 days prior to issuance of the proposed contract action, subject to approval of this J&A and after coordination with the Small Business Procurement Center Representative.
Consistent with our earlier market resource the before mentions companies did not show any interest with suppling AEDC with two mass flow systems.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The proposal analysis technique identified in FAR 15.404-1 (b)(2)(ii) will be used to ensure a fair and reasonable price, as the Government will compare proposed prices to historical prices paid for the same or similar items
This provides great value to the Government--less test cost, less test time at relatively the same price as a previous systems with few capabilities.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.

AEDC's market research has determined that the systems are non-developmental commercial item available in the commercial marketplace.
Meaning the mass flow systems are not military in nature, they are turbine engine test equipment that can be used on both civilian and military hardware.
In an attempt to find other companies interested in building the mass flow systems were informed about the mass flow systems AEDC contemplated procuring. This served as a way of verifying the need of the mass flow systems and an inquiry of who they use to build their mass flow systems. The response was either they bought the mass flow systems from ARA or they built them in house. In further attempt to find other companies capable of building AEDC a mass flow systems, existing drawings were reviewed to see what companies had produced mass flow systems use on previous programs.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Mass Flow Systems are not in high demand. Once fabricated and supplied the systems' useful expectancy is virtually unlimited with periodic upgrades to As such, there is a limited market for this requirement.
X. List of sources, if any, that expressed interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
No additional actions are anticipated.
Should an unanticipated need develop, AEDC will follow a similar process to publish a request for information regarding industry capabilities and interest, contact known companies capable of supplying the systems and components, and liaise with Government technical personnel with the objective of overcoming competitive constraints.
