SUBJECT: FA9101-22-Q-B047, Synopsis of Proposed Contract Action for JSIS Infrared

Imagers Requirements Contract, Arnold AFB, TN

1. This is a synopsis of proposed contract action for commercial supplies prepared in accordance with the format in FAR 5.207.

2. The proposed contract action is for the Arnold Engineering Development Complex (AEDC) requirement for up to 34 windowing focal plane array (FPA) infrared imager (IR) instrument systems to be delivered over the next five years. The requirement is composed of four (4) specific imager types: Indium Antimonide (InSb), Indium Antimonide - Spatial (InSb-Spatial), Strained Layer Superlattice (SLS) and Strained Layer Superlattice - (SLS-Spatial). Full performance requirements may be found in Attachment 1 – Draft Technical Specifications. All products are to be delivered Free on Board (FOB) Destination to Arnold AFB, TN with dates to be determined at the delivery order level.

3. The North American Industry Classification System code (NAICS) is 333314, Optical

Instrument and Lens Manufacturing, with a Small Business Size Standard of 500 employees. The Product/Service Code (PSC) is 5855, Night Vision Equipment, Emitted and

Reflected Radiation.

4. The Government plans to solicit and award one (1) sole source firm-fixed-priced (FFP) requirements contract, not to exceed $5,000,000 over a five (5) year ordering period to FLIR

Systems, Inc., 25 Esquire Rd, North Billerica, MA 01862-2501. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

5. Questions and comments regarding this notice are due no later than 12:00 p.m. CDT on 2

September 2022 and shall be submitted via email to the Contracting Officer, Haley Smith, at haley.smith.10@us.af.mil.
