Section B: Description of the Supplies/Services Required

Request sole source acquisition of annual SirsiDynix Software Maintenance with four option years as follows:

Section C: Justification for Soliciting from a Single Source

SirsiDynix Software Maintenance is proprietary to SirsiDynix. The service renewal is necessary to keep the software current, implementing corrections and new features that SirsiDynix has made to their code. It also allows the AFTC Technical Library to access SirsiDynix's Help Desk personnel. Switching to another software would increase costs by , and take approximately 14 months to implement. Pre-planning, conversion of data, co-ordination among all parties involved, testing, and implementation takes over a year to do. Plus, until the new Integrated Library System (ILS) company has seen a test sample of our data, there are potential cost increases if it is not found to be of standard quality. When the EM database was brought into the SirsiDynix system, the whole process took 2 years to complete, including training on the new ILS. Also, since the software is proprietary to SirsiDynix, only they can maintain it and issue the software upgrade service, SirsiDynix Software Maintenance. Therefore, SirsiDynix is the sole source vendor to fulfill the SirsiDynix Software Maintenance requirement.

Section D: Efforts to Obtain Competition

Market research efforts were performed by browsing through several Internet websites, Federal Supply Schedules, and by attending several conferences. However, at this time, because SirsiDynix is proprietary to SirsiDynix, they are the only known source that can satisfy the Government's requirement, and is the only source known that can guarantee fulfillment of compatibility and maintainability requirements.

Section E: Steps to Preclude Future Single Source Awards

The customer and Acquisition Specialist will continue to perform market research in seeking other suppliers that can provide future requirements to promote the CICA of 1984.
