This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) US
Enterprise Rideshare Long Duration Propulsive ESPA (LDPE). The Space and Missile
Systems Center (SMC) Space Test Program intends to release a solicitation for a competitive Firm-Fixed Price (FFP) with Cost Plus Fixed Fee (CPFF) and Cost CLINs contract to obtain rideshare for STP-3 launch based on propulsive ESPA capability for the Space Test Program mission. The required services are described in the draft RFP.
In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of
Proposals, the Space and Missile Systems Center (SMC) Space Test Program is pleased to provide copies of the draft RFP for the LDPE ESPA program. This draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final version.
The information in this draft pre-solicitation is subject to change prior to release of the final RFP. The final RFP is scheduled to be released in early 2017. The North American
Industry Classification System Code is 336414. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. Most of the SMC compliance documents can be located at Everyspec.com.
The Space Test Program is encouraging industry input, comments, and questions from all interested companies. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of
Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The government intends to post all questions/comments with answers on FedBizOpps, unless the questions/comments are marked Company proprietary. Please limit the proprietary questions/comments as much as possible.
The Space Test Program is very interested in industry comments in a few key areas listed below:
1) What is your assessment of the feasibility of a target price of less than $26M price for the basic article?
2) Suggestions on content of work in the CLINs/phases of the SOW efforts in order to enable early planning for later stages of work, or to resolve any other perceived issues.
3) General Comments/concerns on any programmatic or technical requirements as stated in the PWS and TRD, respectively.
4) Large Businesses shall provide information (goal percentages) on their plan for using small business in support of this effort.
Please use the attached form to add your inputs, comments and questions regarding the draft RFP and send it to the following inbox: corrine.baca_gonzales@us.af.mil or edgar.alonsobernal@us.af.mil no later than 06 January 2017.
