This announcement is a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Remote Sensing Systems Directorate (RS) Contracting Office (RSK), Los Angeles Air Force Base, CA.
This NOCA does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract.
The SMC/RS Defense Meteorological Satellite Program (DMSP) intends to issue a RFP to Northrop Grumman (NG) for the DMSP Sensor Sustainment Contract No. FA8803-17-C-0001. This will be a sole source action and is a follow-on to the current DMSP Sensors Support and Services Contract No.
FA8803-05-C-0001. The RFP will be issued no earlier than 15 days after publication of this NOCA. This effort will provide sensor sustainment and factory support to the current DMSP on-orbit constellation.
The period of performance begins in 1 Jun 2017 with one twelve month base period and four (4) one-year options. The prospective source for this acquisition is:

This notice of intent is for informational purposes only and is not a request for competitive proposals.
Parties interested in potential subcontracting opportunities, including small and small disadvantaged businesses, need to identify their interest and technical capability to the prospective source identified above.
The statutory authority for this solicitation will be contracting by Other Than Full and Open Competition, 10 U.S.C.2304 (C) (1), as implemented by FAR6.302-1, “Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements.” Specifically, FAR 6.302-1 (a) (2) (iii) (A) states that services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial cost to the Government that is not expected to be recovered through competition, and FAR 6.302-1 (a) (2) (iii) (B) states that they may also be deemed to be available only from the original source due to unacceptable delays in fulfilling the agency’s requirements if further competition is pursued.
A Federal Business Opportunity (FBO) Sources Sought notice requesting Statements of Capability (SOC) for this requirement was published 7 Jul 2016. The title of this posting was "Sources Sought Request for Statements of Capability for Defense Meteorological Satellite Program (DMSP) Sensor Sustainment Follow-on acquisition." The new contract must be awarded by 31 May 2017. The solicitation number was "FA8803-16-R-0001." The small business size standard for this requirement is $38.5M under NAICS code 541330.
Background:
DMSP employs a constellation of weather monitoring satellites that provides an enduring and survivable capability to collect and disseminate global cloud imagery, and meteorological environmental data from a suite of space and terrestrial mission sensors to include oceanographic and solar geophysical data to support world-wide Department of Defense (DoD) operations and high priority programs. Products that
DMSP provides to the warfighter include visual and infrared cloud imagery, sea ice thickness, sea surface wind speed, temperature and moisture profiles, and in-situ space environmental products.
Support for the program includes a full range of engineering support services that include instrument performance monitoring, anomaly resolution, configuration management, operational support and sustainment of the system that receives and processes data from one or more DMSP sensor types.
Specific sensor and data includes the primary sensor, Operational Linescan System (OLS) built by Northrop Grumman Baltimore, Special Sensor Microwave Imager/Sounder (SSMI/S) built by Northrop Grumman Azusa, Special Sensor Precipitating Electron and Ion Spectrometer (SSJ4 & 5) built by Assurance Technology Corporation (ATC), Special Sensor Ion Electron Scintillation (SSIES2/3) built by UTD, Special Sensor Magnetometer (SSM) built by NASA Goddard, Special Sensor Laser Threat Detector (SSF) built by Sandia National Laboratory, Special Sensor Ultraviolet Spectrographic Imager (SSUSI) built by Johns Hopkins University/Applied Physics Laboratory (JHU/APL), and the Special Sensor Ultraviolet and Limb Imager (SSULI) built by Naval Research Laboratory (NRL).
The Government has been contracting with NG for the sustainment of the DMSP on-orbit constellation under Contract Number FA8803-05-C-0001 on a sole source basis since 1 Dec 2004. The tasks associated with DMSP sensor sustainment require access to DMSP sensor technical data, computer software, computer software documentation, and system specifications. Collectively, the data package was not required to be delivered to the Government under the current contract. In order for another firm to perform the DMSP sustainment services, the Government would have to acquire and request delivery of a data package. The estimated cost of the data package would result in substantial duplication of cost and unacceptable delay to the Government that is not expected to be recovered through competition.
Description of Services:
The DMSP Sensor Sustainment Contract will require the following support:
1) Establish and effectively manage a program office including program management, subcontract management, contracting, configuration management and financials.
2) Provide on-site operational support at the National Oceanic and Atmospheric Administration (NOAA) Satellite Operations Facility (NSOF); Suitland, MD; and 557th Weather Wing (WW), Offutt AFB for all sensors on the DMSP constellation by the Operational Technical Support Unit (OTSU) which includes:
a. on call 24/7 operational sensor anomaly support to include root cause determination and implementation of corrective actions;
b. daily technical support for sensor state of health telemetry monitoring and trending, anomaly analysis, recommending corrective actions, preparing, validating, evaluating routine sensor test procedures, and implementing flight software;
c. advising NOAA satellite engineers on DMSP sensors; and
d. interfacing with associate sensor vendors and operational users.
3) Factory level engineering support to the OTSU for the OLS, SSMIS and SSIES sensors.
4) Maintenance of the SSMIS and RSDR-Gen ground processing software.
5) Some individuals will require a security clearance up to and including SECRET, who can provide real time assistance/guidance to government satellite operators at the NSOF, 557 WW, and any backup site supporting operations.
