SECOND: The following vendor questions in response to this solicitation have received the following Government responses:

Contractor Question
Government Response
Within the Instruction to Offeror, in 2.9 it says that an exception can be made provided a rationale is given. However, in the Evaluation of Factors Document section 1.4, it says no exceptions may be taken. Which is correct?
For this effort, if there are exceptions, please identify them and contracting will look at and consider what is presented. Moving forward we will be sure to amend the -1 and -2 language to ensure that it is not contradictory.
It is stated that "specific requirements in the performance work statement that are being addressed in its quote; at a minimum, each section of Appendix 1 shall be referenced and addressed in the offeror’s quote." Does that mean the Government is looking for a response that reflects at least a response to the Appendix and not each section of the PWS? Please clarify.
Please address all sections of Appendix 1 at a minimum.
Is there an acceptable alternative to the submission of the Interconnection Agreement?
We need to see any agreements are in place between the LEC and resellers/other vendors.
There are 7 requirements at a minimum listed in the PWS for the Cutover plan, but in the Instructions to Offeror (3.2.1.3) and Evaluation Factors (2.2) there are 6 requirements.
The requirements are the same, aside from the Final Cutover Plan, which will be submitted by the winning offeror after award.
All referenced FAR clauses do not appear to be applicable to the services being offered under this RFP. Will there be an opportunity to negotiate the appropriate FAR/DFAR clauses that will be applied to the contract.
These are the standard clauses that are included in LTS contracts. If there are specific clauses that a vendor has concerns about they are welcome to identify those clauses and we can look closer at those clauses.
Is there latittude in the CLIN structure as long as the solution meets the requirements?
Our CLINs have to reflect a Firm Fixed Price and recurring costs will need to be structured to show unit cost and total monthly cost, to include all taxes and fees. Outside of those requirements, we are willing to look at all proposed solutions.
What is the number of PRIs at each location?
None
What is the number of PSTN incoming lines (E&M, FXO)?

What is expected number of CCLs at each location?

Will the government provide rack space and power if needed? If yes, please confirm how much space is available at each location.

The floor space shall be coordinated with the Government POC to accommodate Contractor-provided relay rack(s), at each demarcation point. Space is available for relay rack(s) for Contractor equipment in the demarcation point.
Will the government grant an extension of the July 17th due date
Due date has been extended to 24 Jul 2020
Who is the incumbent?

What is the make, model and version on the PBX?

The Government telephone switching system is identified as Avaya G650 software version CM 7.0.1.2.0.441.235222, and the switching system is located in Building 2120, 2701 Eastern Blvd, Middle River, MD 21220.

What is the desired CODEC?

What is the total number of users at the site?
