DRAFT COMBINED SYNOPSIS/SOLICITATION

FA8773-18-Q-0017 (DRAFT)

Description of Services: Local Area Telecommunications Services for Minot AFB, ND Place of Performance: Minot AFB, ND

Description:

(i) This is a DRAFT combined synopsis/solicitation for commercial items prepared In Accordance With (IAW) Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a Request for Quote (RFQ) IAW FAR Parts 12 “Acquisition of Commercial Items” and 13 “Simplified Acquisition Procedures” (SAP).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99.

(iv) Services shall be provided IAW the attached Performance Work Statement (PWS).

(v) The Government intends to award a Firm Fixed Price (FFP) contract with a base period of performance of one year, four option periods of one year each, and an optional six month extension.

(vi) Note: Pay close attention to the time zones when suspenses are provided below.

a. The site visit may be held at Minot AFB, ND (PDT) while the Procuring Contracting Office is located in Central OK (CDT). Pay close attention to the time zones when suspenses are provided below. A site visit is being contemplated for 15 Aug 2018 at 9:00 a.m. PDT for Minot AFB, ND. This site visit is to allow the vendors an opportunity to inspect the site in order to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that information is reasonably obtainable. If interested, your organization shall be limited to three attendees and the names, cell phone numbers, email address, and duty titles shall be provided NLT 12:00 p.m. CDT 8 Aug 2018 via email to both Government POCs listed below. Vendors shall pick up their passes on 15 Aug 2018 at the visitor's center adjacent to the Magic City Gate (main gate) NLT 8:30 a.m. PDT.

Attendees without a Commom Access Card (CAC) will need to provide their social security number and two forms of identification to Security Forces at the visitor center. Further instructions will be emailed to all site visit attendees after the Government receives the requested information above.

b. If the Government does not receive any of the requested information above, the site visit will be cancelled. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(vii) Offerors shall submit all questions relating to the solicitation to both POCs listed below. The questions shall be submitted only on the Attach 5, Q&A spreadsheet. Questions about this RFQ prior to the site visit shall be received NLT 12:00 p.m. CDT 8 Aug 2018. Additional questions which arise from the site visit itself shall be received NLT 12:00 p.m. CDT 17 Aug 2018. The Government may not provide a response to questions received after the above dates. Offerors are not to contact any other Government POC with questions or inquiries about this acquisition.

(viii) Offers are due NLT 3:00 p.m. 04 SEPT 2018 and should be emailed to the POC’s listed below.

(ix) Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

(x) IAW FAR 52.204-7 “System for Award Management”, the offeror shall be registered in SAM in order to be eligible for contract award. If the offeror has an active registration in SAM, they are not required to complete FAR Clause 52.212-3 “Offeror Representations and Certifications – Commercial Items” and submit with their quote.

52.204-17 OWNERSHIP OR CONTROL OF OFFEROR (JUL 2016)

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 Days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 Days before the contract expires. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. (a) Definition. Cloud computing, as used in this provision, means a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction. This includes other commercial terms, such as on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. 5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012)

(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

(f) Failure to comply with these requirements may result in withholding of final payment.

(g) REAL ID ACT: Effective October 10, 2018 all contractors must comply with the REAL ID Act requirements. https://www.dhs.gov/real-id

(1) The following state/territory IDs are not compliant with the REAL ID Act requirements.

The exceptions to this restriction are Washington and Minnesota Enhanced Driver’s Licenses (EDLs) which display a red, white and blue American flag on the front of the ID card. EDLs exceed REAL ID Act guidelines and are considered acceptable forms of identification.

Standard issue driver’s licenses from the above states, however, are not compliant.

The forms of ID on this list are for use solely at Tinker AFB and several ID's on this list may not grant you entry for other Federal Facilities or military bases. If you are travelling to other Federal Installations/buildings it is recommended you contact them before travelling to that location.

Those incoming employees who do not currently have military issued credentials will need identity proofing using approved identification credentials with a background check conducted through law enforcement authoritative databases.
