2. Nature and/or Description of Action.

a. Description of Requirement: Purchase of a high precision, high accuracy wavemeter for wavelengths between 330-1180 nm. Estimate value:

3. Description of Supplies or Service. A high precision, high accuracy wavemeter for wavelengths between 330-1180 nm with the below specific parts listed below is required for the trapped ion lab’s experiments:

HF-ANGS WS8-2+1X8PCS: WS8 high finesse optical wavemeter o Measurement range: 330-1180 nm o Absolute accuracy: 330-420 nm: +/- 0.01 pm, 420-1180 nm: +/- 2 MHz o Photonic crystal switch with 8 optical inputs o 8 single mode (SM) fibers o Software and manual o USB interface and USB cable o No moving parts o Measurement of continuous wave (CW) and pulsed lasers o High accuracy achieved with fizeau interferometer o Measurement speeds up to 500 Hz o Wavelength measurement of low repetition rate lasers

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action. To the best of the Government’s knowledge, Toptica Photonics Inc. is the only known source that can create the required multi-channel optical wavemeter that will satisfy the requirements of the trapped ion lab’s experiment. The experimental setup requires high precision, high accuracy wavemeter for wavelengths between 330-1180 nm which can be attained with the equipment listed in section 3. Additionally, some of the components listed in section 3 must be compatible with existing experimental equipment and software to ensure experimental success. If these items are not purchased from Toptica Photonics Inc., then it will lead to a significant degradation in technical and experimental capabilities for the lab and will cause the inability to meet yearly program milestones.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable. A Notice of Proposed Contract Action was synopsized as a Pre-solicitation Notice on the Beta SAM from 17 March 2020-1 April 2020. No responses to this notice were received to give any indication that a company other than Toptica Photonics Inc. could fulfill the requirement.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data in the form of invoices and sales orders with other customers for the same parts or similar custom orders as the AFRL’s contemplated purchase and FAR 13.106-3(a)(2)(ii) Comparison of proposed price with prices found fair and reasonable on previous purchases of the same or similar items in the same industry

8. Market Research/Other facts.

Internet searches and literature research results concluded that the system created by Toptica works well for similar experiments.

Bristol does not make wavemeters that meet the all the requirements outlined in section 3- for example only ~60 MHz of accuracy in the visible instead of 2 MHz.

Thor labs does not sell wavelength meters with enough precision or accuracy.

9. Any other facts supporting Other than Full and Open Competition. NONE

10. List of Sources that have Expressed in Writing an Interest in the Procurement. Toptica Photonics Inc.

11. Statement of Actions to Remove/Overcome Barriers to Competition. The Government will continue to research the market for a system that meets our needs for future acquisitions. Any company capable of providing a product which meets the required specifications will be considered for procurement

12. Contracting Officer’s Certification. The contracting officer’s signature below evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

13. Technical / Requirements Personnel Certification. As evidenced by their signature below, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
