2. Nature and/or Description of Action.

a. Description of Requirement: Procurement of a high power mode-locked laser at 532 nm

b. Sole source company:

3. Description of Supplies or Service. The estimated total is , not including shipping or fees. The laser is listed below. A po comes with the laser system:

• 1282968: PALADIN SCAN 532-36000 Laser System o Wavelength 532 nm o Output power 36W o Repetition rate: 76 MHz plus/minus 1 MHz o Pulse length: < 25 ps @ 532 nm o Spatial Mode: TEM00 o M^2: <1.2 o Beam Waist diameter (@1/e^2): 1.35 mm plus/minus 15% o Beam Divergence: <750 μrad (full angle) o Beam Ellipticity: 0.9 to 1.1 o Pointing stability after warm-up: <20 μrad/K after o Polarization: Linear, >100:1, vertical, linear o Long Term Power Stability: <±2% o Noise (20 MHz bandwidth over 100s): <1% RMS o Max warm-up time: <30 min from standby

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action.

Coherent is the only known manufacturer of a 355nm picosecond pulsed laser that will satisfy the requirements of the Government’s trapped ion lab experiment. Specifically, the Coherent laser is the only known source that can meet the required average power needs and which also possesses the necessary frequency, pulse width, and repetition rate needed in the experimental setup.

This setup cannot be modified without jeopardizing the entire experiment. This system has been proven to be successful in similar peer experiments and the Government’s experiment cannot be successfully performed without the use of this specific laser. If this system is not procured from Coherent, there will be significant technical capability degradation to the future experiments of the Government, potentially causing the inability to meet yearly program milestones. Procurement of a different bra ill add an estimated 4 months or more of development effort by a to make that system usable in the Government’s experiment. Awa ther source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Government’s requirement.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

A notice of Proposed Contract Action was poste to the Federal Business Opportunities from 29 August 2019 to 12 September 2019 and no responses were received.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates the cost to the Government will be determined fair and reasonable based on FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data such as invoice(s) from supplier and FAR 13.106-3(a)(2)(iii) Current price lists, catalogs, or advertisements.

8. Market Research/Other facts.

Other laser companies researched online (Toptica, Thorlabs, M2 Lasers) cannot meet the average power requirement of 36 W and Coherent is the only known manufacturer that can meet this power requirement and meet the defined specifications cited in paragraph three above. The manufacture of this equipment, Coherent Laser, Inc., a Large Business under NAICS 333314 confirmed that they do not have an authorized re-seller distribution channel and must be procured directly due to the proprietary nature of their equipment.

The Government will continue to research the market for a system that meets our needs for future acquisitions. Any company capable of providing a product which meets the required specifications will be considered for procurement.
