2. Nature and/or Description of the Action Being Processed
This action is a new firm fixed order for Rohde & Schwarz Brand Integrated Signal Generator and supporting hardware in support of the superconducting quantum processing applications.
3. Description of Supplies/Services Required to Meet the Agency’s Needs
This requirement is for the purchase of four (4) Rohde & Schwarz Brand Integrated Signal Generator (P/N: SGS100A RF Sources and includes the following accompanying items (four (4) each) SGS100A, SGS-B1, SGS-B26, SGS-B106V, SGS-B112V, SGS-K22, SGS-K90, ACASGS100A, ZZA-KN20, and SGS-Z8.) 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Applicability of Authority
The brand name product to be acquired is essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet AFRL/RITQ needs without the Government experiencing substantial duplication of cost and effort that could not be expected to be recovered through competition. The RF Signal generator from R&S is the only brand able to meet the requirement without leading to a technical loss, as the form factor of R&S apparatus allows us to maintain a compact footprint and therefore scale up to more complex qubit architectures and experiments while minimizing error/other unwanted effects from the ancillary measurement electronics. The phase coherent input and output package allows the vector signal generator (digital signal generator that produces waveforms other than sinusoidal) to be synchronized in a manner that is more stable than comparable sources. Using an alternate signal generator would require a contractor to write and debug new code (for example, Keysight uses ‘Labber’), resulting in .

6. Fair and Reasonable Cost Determination by the Contracting Officer
It is anticipated that the receipt of competitive quotations from a posting to FedBizOps (FBO) will produce a fair and reasonable quotation less than or equal to the Government estimate.
7. Description of Market Research Conducted Among All Awardees
The Government estimate is based on an informational quote by Rohde & Schwarz USA, Inc. The informational quote was obtained by AFRL for budgetary purposes. AFRL Market research concluded that the requirement is available through several small businesses on FBO.
