3. Description of Supplies or Service. Purchase of a real time signal analyzer.

- GPS & IRIG-B receiver

- CTRL7100A Instrument Controller, no RAID memory

- High performance real time

- License for 800 MHz acquisition bandwidth

- License for general purpose modulation analysis to work with analyzer of any acquisition bandwidth and MDO

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action.

The brand name products to be acquired are essential to the Government’s requirements and no other brand can fulfill the needs of the Government. The highly specialized signal analyzer described in section 3 is compatible/interoperable with a Tektronix brand signal analyzer that was previously procured by the Government representing an investment of Since the signal analyzers will be used in conjunction with each other in order to conduct the Government’s experiment, an alternate brand/model is not feasible due to the potential for interoperability issues and experimental degradation. An alternative signal analyzer may introduce even the slightest frequency/timing differences which could jeopardize the Government’s experiment and negatively affect the system performance and results. Further, these discrepancies will cause technical capability degradation to this experiment as well as future experiments of the Government, potentially causing the inability to meet yearly program milestones. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and will result in unacceptable delays in fulfilling its requirements.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

The brand name requirement will be solicited on FBO to allow small business re-sellers the opportunity to provide a Large Business product.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through competition.

8. Market Research/Other facts. Based on market research conducted, the requested model of Signal Analyzer is only available by the manufacturing company, Tektronix. Other signal analyzer manufacturers considered were Keysight and Agilent; however, this model analyzer has various specs/features that these brands are not able to offer which are required for the Government’s experiment. The Tektronix brand can provide up to 800 MHz continuous real-time bandwidth, has built-in RAID to record streaming IQ data (up to 2 hours at 800 MHz BW), and has the fastest real-time display with 419ns minimum signature duration for 100% POI. The Government concluded that no other manufacturer can meet the necessary specifications other than Tektronix.

11. Statement of Actions to Remove/Overcome Barriers to Competition. The end user will continue to research the performance and technical capabilities of similar products against each of their future requirements to avoid omitting other qualified sources. The market will be monitored for future availability of additional providers.
