BRAND NAME JUSTIFICATION

2. Nature and/or Description of Action:
a. Description of Requirement: Procurement of a tunable telecom laser mainframe with additional modular system components
b. Brand Name Company: Keysight Technologies
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The Government requires a rack mountable and modular tunable telecom (1450-1650) laser system with variable attenuation and power meter modules, built in GUI on front panel, external fast detectors and accompanying software.

10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action:
The brand name products to be acquired are essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet, the Government’s needs.
Keysight Technologies is the sole manufacturer of the propietary equipment that is compatible and interoperable with existing AFRL equipment. The system requested rack mountable mainframe and modular components are intended to work in collaboration with existing AFRL equipment from the same manufacturer. The Government requires the ability to reconfigure the modular lasers by moving the modular components from one unit to another as required by the diverse experiments under way at the in house optics lab. Thus all systems and modular components must be natively hardware and software compatible and interchangeable with existing AFRL hardware. Keysight is the only brand able to meet the requirement without the Government experiencing a duplication of cost in excess of that could not be expected to be recovered through competition, and result in unacceptable delays in fulfilling this requirement. No other brand is known to be capable of meeting these specifications.

6. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable:
It is anticipated that by posting this requirement to the Federal Business Opportunities website (www.FBO.gov) the Government will receive competitive quotations which will produce a fair and reasonable quotation less than or equal to the government estimate.
7. Market Research/Other facts
Market research of the product and the required characteristics was unable to identify any other item similar in specifications and compatible with existing equipment. Due to the proprietary information contained in the hardware and software specifications, no other manufacturer offers a product which is capable of meeting this requirement
The Government’s estimate is based upon an informational quote from Market research has confirmed the required products are available through multiple authorized resellers.
8. Any Other Facts Supporting Other Than Full and Open Competition:
No other known producer/manufacturer is capable of meeting the requirement for hardware and software compatibility. A review of other sources, confirmed the products offered are incompatible with existing AFRL equipment.
