2. Nature and/or Description of Action.

a. Description of Requirement: The Government requires a fully automatic wire bonder and test/inspection unit.

3. Description of Supplies or Service.

AFRL requires a fully automatic and highly flexible wire bonding system with testing and inspection capability.

The system must be capable of both ball and wedge bonding with aluminum and gold wire. It must have a fully automatic operation mode with pattern recognition of fiducial marks and pads. It must have an inspection microscope for visual confirmation of bonds. The system must have the capability to perform automatic wire bond testing, both stress and shear. F&S BONDTEC offers the only known solution to meet the required specifications.

4. Statutory Authority.

10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action.

The size and diversity of our existing devices requires a fully automated pattern recognition and alignment system high speed operation (20 wires per minute) and arbitrary bond count to be a practical solution. The brand name system requested is the most versatile device on the market capable of all the types of wire bonding that may be required by the extremely diverse integrated optical experimental devices that are being constructed for our in house laboratory. These devices can become extremely large, requiring 200 to 400 wire bonds on a single optical chip.

Each device is also custom made meaning that the pad positions and the bonding diagram can be different on each chip. The requested device can store a large number of loop shapes and complex programs. No other brand is known to be capable of meeting these specifications.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

Market research of the product and the required characteristics was conducted. An internet search was unable to identify any other products similar in specifications. It has been determined that no other manufacturers or products exist that are capable of meeting this requirement.

7. Price Determination The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the receipt of competitive quotations will produce a fair and reasonable offer.

8. Market Research/Other facts.

Due diligence was performed by the customer in the initial selection of the wire-bonder solution. The Government estimate is based on an open market quotation for the needed products. This informational quote was obtained by AFRL for budgetary purposes. AFRL Market research concluded that the requirement is available only through open market vendors.

9. Any other facts supporting Other than Full and Open Competition.

There are no other facts supporting this justification.

10. List of Sources that have Expressed in Writing an Interest in the Procurement.

11. Statement of Actions to Remove/Overcome Barriers to Competition.

For this proof of concept model, strict control of usable components is required. In the future, it is anticipated that changes will be made to the second generation setup, for which alternative driver amplifiers will be considered. The end-user will continue to monitor the market in order to identify opportunities in order to maximize competition in potential future requirements.

12. Contracting Officer’s Certification.

The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

13. Technical / Requirements Personnel Certification.

As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
