a. Description of Requirement: This requirement is for the purchase of a two channel arbitrary programmable wave function generator.

b. Brand Name: Keysight Technologies 1400 Fountaingrove Parkway Santa Rosa, CA 95403-1738

3. Description of Supplies or Service. The 2-channel arbitrary programmable wave function generator, listed below, must be able to sample at speeds greater than 90GSa/s, on at least 2 channels, and do so over a broad bandwidth of 32Ghz.

4. Statutory Authority. 10 USC 2304(c)(1) As implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action. The Arbitrary waveform generator will be used as a driver for multiple experiments underway at the in house quantum optics lab. The devices will be used to drive pulse laser systems with picosecond accuracy and to drive integrated optical devices. These devices have different response due to fabrication tolerance that cannot be exactly predicted prior to testing. Therefore we require an arbitrary waveform generator that is accurate on the same scale as the laser pulses and device response in order to calibrate and interrogate our experimental devices. This requires the highest sample rate, lowest total and random jitter, fast rise/fall times and bandwidth. Keysight is the only supplier that can meet the specifications listed in section 3, specifically the sampling rate, (greater than 90 GSa/s), the number of channels that can measure that (2), the bandwidth (32 GHz), and the typcial rise/fall time (9ps). If this device is not purchased from Keysight, then it may not integrate with our existing experiment and result in duplication of cost, around $150k, to the Government to purchase a system that matches our specifications.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable:

Numerous companies were contacted and internet searches were performed to find other companies that could provide waveform generators to meet these specifications. was found to meet the required needs.

7. Price Determination The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable.

8. Market Research/Other facts: Contacted collaborators to find similar products they were using, contacted numerous waveform generator companies and thorough internet searches to come to the selection above.

9. Any other facts supporting Other than Full and Open Competition.

There are no other facts supporting this jusification.

10. List of Sources that have Expressed in Writing an Interest in the Procurement:
