II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

a. Description of Requirement: Purchase a Small Custer Decision Agent ITS

Gateway (DA I-GATE) to serve as a TEST system replicating the recently deployed systems to the installed by the Air

Force Research Laboratory (AFRL) under Order 6.

b. Sole source company: Northrop Grumman Systems Corporation, Northrop

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

Purchase a Small Custer Decision Agent (DA) ITS Gateway (DA I-GATE) from NGIS to serve as a TEST suite replicating the recently deployed systems. The present operational DA I-GATE systems were procured and deployed through IDIQ

AFRL contract vehicle to . The description of supplies/services is further defined below. This system will be used as part of the fielding and release process for patches and upgrades to the operational DA I-GATE Systems.

Definition:

NGIS shall provide a Microsoft Windows 2008R2 based cluster consisting of one clustered application server with 64GB RAM, two domain controllers, and a 6 TB

SAN. The hardware is procured with a vendor supported 3 year 24x7 – 4 hour response warranty. This task includes a full year of software maintenance support (providing helpdesk support and software upgrades). The hardware suite will consist of the following equipment:

(2) Dell R530 Application Servers with dual 6 core processors and 64GB

RAM

(2) Dell R430 Domain Servers with a single 6 core processor and 16 GB

RAM

(1) Dell 3820f Storage Area Network (SAN) with 6TB of raw storage

(2) Cisco Catalyst 3850 24-port Ethernet switches

Dell rack mount monitor/keyboard with KVM switch to access all four servers

(4) Windows Server 2012 Standard w/10 Client Access Licenses (CAL)

(downgraded to Win 2008 R2 for installation) for the application server.

(1) SQL 2014 Standard w/10 Client Access Licenses (CAL) (downgraded to

SQL 2008) for the application server.

NGIS shall ensure that this task is completed and met with the following acceptance criteria:

Delivery of DA I-GATE Test System

Execution of Annual Maintenance Support

Completion of Configuration, Functional operability and Certification

(via phone, if required)

Deliveries of these items will occur between August 2016 and July 2017, and

3080 appropriations will fund this effort.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION

10 USC 2304(c)(1) There is only one responsible source and no other supplies or services will satisfy the agency requirement.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF

AUTHORITY)

Market research was performed, and no suitable alternative was identified. The

Government has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support. The DA I-Gate system is a

Northrop Grumman proprietary COTS system that is developed and licensed through

NGIS, this additional DA I-GATE system required is also proprietary and only offered through NGIS, there are no other vendors who can provide these services and these services are required by to ensure this DA I-GATE Test system is operationally compatible with existing infrastructure as installed by the Air Force Research Laboratory (AFRL) under Order 6.

Northrop Grumman does not license any entities the authority or ability to provide this system or any services related to the DA I-GATE system or software.

If the DA I-GATE Test system is not procured, will not be able to provide a platform upon which to test new software releases and security patches prior to deploying to their operational system. This greatly reduces the risk of causing an unintentional disruption of critical communications.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A notice of contract action was posted to FedBizOps from 12 July 2016 to 27

July 2016, no responses were received.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE

GOVERNMENT WILL BE FAIR AND REASONABLE

The Contracting Officer has determined that the anticipated cost to the

Government will be fair and reasonable in accordance with FAR 13.106-

3(a)(2)(iii) Current price lists, catalogs or advertisements and FAR 15.404-

1(3)(2)(vii) other than certified cost or pricing data.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A

STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED

NGIS does not market their DA I-GATE proprietary software or Right to Use

Licensing to any “Resellers”. To their knowledge no other providers offer this

COTS “Turn-key system with their proprietary software. Conducted an internet search and no providers for the DA I-GATE system were found.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

Nothing other than specified in Paragraph 5 above.

The fact that proprietary rights to software source code is not available invalidates any option for a third party company to purchase DA I-GATE system from NGIS at this time.

XII. CONTRACTING OFFICER’S CERTIFICATION

The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
