JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY:
Air Force Research Laboratory/RIKO, 26 Electronic Parkway, Rome NY 13441-4514
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
The supply to be acquired is BAE System software and integration services. The estimated value of the acquisition is
. Reference quote , Items #1 and 2, dated for details. Delivery will be required within 30 days of award and will extend one (1) year from the data of delivery.
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
The BAE Systems’ software and integration services support Air Force GEOINT Analyst (GA) with the exploitation of Tactical High Altitude (HA) imagery products. BAE Systems is the sole manufacturer of the required software and integration services to support the AF Distributed Common Ground Station (DCGS) system. The AF DCGS system software needs include: GXP Screener Tool -C (ITAR) 4046-C with accompanying GXP Screener
Tool Integration Services GXP-1334.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
The GXP Screener Tool must be integrated into BAE’s SOCET GXP V4.2 commercial software baseline. SOCET
GPX V 4.2 is scheduled to be the next SOCET version to be fielded by AF DCGS Weapon System. The GXP Screener
Tool provides a key capability to the to review the imagery from the to ensure that the image meets requirements as defined by the
SOCET GXP V4.2 will be integrated into the DCGS System workflow system called
Phase 2 software baseline, which is made up of SOCET GXP, ( ), and ). is a
GEOINT Exploitation system the controls imagery workflow/dataflow process from the tasking the all the way through the dissemination/storage of the finished i product.
The Government has determined that award to any other source would result in substantial duplication of cost to the
Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support.
SOCET GXP is the GEOINT Exploitation System of Record for AF DCGS Weapon System. AF DCGS currently owns SOCET GXP licenses. The only other GEOINT Exploitation system used in the Intelligence Community that is comparable to SOCET is a combination and

In addition, SOCET GXP functionality required for Hub-based implementation relies on BAE Pixel Streamer and the
DCGS Reference Data Transition (DRT) system, which relies on GXP Xplorer (another BAE Systems Product). So to get another vendor to replace the Screening Module for the Hub-based effort, the AF must replace SOCET GXP and
GXP Xplorer. We would have to replace the GXP Xplorer in DRT with another COTS product. Having to replace
GXP Xplorer would cause a major re-engineering effort to the DRT system and make the system unusable for at least

If AF DCGS had to replace SOCET GXP, there would be a significate impact on schedule. We would need to award a new, competitively bid, contract, which would take nine (9) to twelve (12) months. After a contract for a new product was awarded it would take at least two (2) years of software development and test to integrate the new GEOINT exploitation software tool into the GWE baseline. It would take another year to take the new version of
GWE through Development Test (DT) performed by the and Operational Test (OT) performed by
. The cost for and support DT/OT is estimated to be and hours.
There will be an additional cost and schedule impact to train the approximate AF
GEOINT Analyst with the new tool which we can’t estimate at this time.
In conclusion the estimated cost/labor hours and schedule impacts to replace SOCET GXP with another GEOINT
Exploitation Tool is $ labor hours, and approximately four schedule slip.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS
MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
A search on the Enterprise Software Initiative (ESI) and GSA Federal Supply Schedules yielded no results for offers direct from the publisher or reseller agreements.
A Notice of Proposed Contract Action was synopsized as a pre-solicitation notice on the Federal Business
Opportunities website 24 May – 08 June 2016. No responses were received.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE
GOVERNMENT WILL BE FAIR AND REASONABLE
The Contracting Officer anticipates the cost to Government will be fair and reasonable based on a complete analysis of the contractor’s prices in accordance with applicable FAR regulations. Commercial price lists, procurement history and other available pricing information will be reviewed. A determination of fair and reasonable pricing as required by statute and regulation will be made by the Contracting Officer.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A
STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS
FOR THE SUPPLIES OR SERVICES REQUIRED
At this time, there are no known actions that could be taken to overcome barriers to competition. Based on FAR guidance, this requirement will be reviewed on a per annum basis to review the market place. Additionally, AFRL will periodically survey the market for potential replacement products or for opportunities to save costs through consolidating BAE System support with other agencies. AFRL will continue to perform market research for non-developmental, commercially available and supported systems that can meet the requirements of DCGS Weapon
System. If any information is received from potential sources that indicates the availability of fully interoperable software and integration services from sources other than BAE System, that information will be considered by the
Government as it affects this current and any future procurements for similar products and the Government will evaluate all offers received.
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
